Officially issued the wind power price framework, the highest is less than 2,000 VND/kWh

The price range for wind power plant power generation in 2025, the highest level is 1,987.4 VND/kWh (excluding value added tax).

On May 30, 2025, Deputy Minister Nguyen Hoang Long signed and issued Decision No. 1508/QD-BCT of the Minister of Industry and Trade approving the wind power price framework.

Accordingly, the maximum price (excluding value added tax) of the 2025 power generation price framework applies to the type of onshore wind power plants, near-shore wind power as prescribed in Point a, Clause 2, Article 1 of Circular No. 09/2025/TT-BCT dated February 1, 2025 of the Minister of Industry and Trade.

For inland wind power, the maximum price (excluding value added tax) of the 2025 power generation price range for the Northern region is 1,959.4 VND/kWh; the Central region is 1,807.4 VND/kWh; the Southern region is 1,840.3 VND/kWh.

For near-shore wind power, the maximum price (excluding value added tax) of the 2025 power generation price range is 1,987.4 VND/kWh for all three regions of the North, Central and South.

Based on the above power generation price framework, Vietnam Electricity Group and the power generation unit signed a power purchase contract on the basis of compliance with legal regulations on the method of determining power generation service prices issued by the Ministry of Industry and Trade.

Thus, up to now, only the offshore wind power purchase price framework has not been issued. The Electricity Department (Ministry of Industry and Trade) has just requested the Global Wind Energy Council and the Danish Energy Agency to contribute their opinions on the price framework for this power source to have a basis to report to the ministry.
