After two decades of approval, the project to upgrade and expand Pham Van Bach Street through the old Tan Binh and Go Vap districts has not yet been completed. This main route is often congested due to a series of prolonged problems in compensation and site clearance.


The Pham Van Bach Street expansion project was approved by the Ho Chi Minh City People's Committee in 2005 with a total initial investment of more than 273 billion VND. However, through many adjustments, the total capital has skyrocketed to about 680 billion VND, mainly to supplement compensation costs. Currently, the project has only reached about 66% of the volume.

According to the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board), the project is stuck with site clearance, with about 74 cases refusing to accept compensation and support. A series of houses that have not been cleared have created "bottleneck" bottlenecks only 6-7 m wide, causing frequent traffic congestion, especially during rush hour. The situation of encroaching on sidewalks for business has further complicated traffic.


Mr. Thanh, a resident who has lived in this area for more than 25 years, could not hide his frustration: "Every time I look at this road, I get bored. The house keep going in and out, the road is done, the road is still unfinished. Traffic jams every day, especially during rush hour. I just hope the government will soon complete the project to make travel more convenient".
The report of the Traffic Department has clearly stated many reasons for the delay. The project is implemented in the form of "The State and the People work together". Accordingly, households that are partially cleared will donate 50% of their land area. The low compensation level has caused many households to disagree, leading to the inability to organize compulsory land recovery.


In addition, the Tan Son road expansion item (from the golf course gate to Pham Van Bach street), about 659 m long, was also added to the Pham Van Bach street expansion project in 2018. However, this section is currently stuck with the land area that A41 Factory and the Logistics Department need to manage, with a total area of nearly 4,300 m2, so there has been no construction.
Households on the section from Hy Vong canal to Huynh Van Nghe street have continuously complained about the project's heart. Despite many dialogues, these households have not yet agreed, causing difficulties in the mobilization work.
To have a basis to continue implementing the project, the Traffic Committee proposed that the Ho Chi Minh City People's Committee assign the Department of Construction to continue organizing meetings, dialogues, and resolve the content of the petitions of 13 households complaining about adjusting the route, the section from Hy Vong canal to Huynh Van Nghe street so that people can agree to hand over the site.
Assign the People's Committee of Tan Son Ward and the Compensation and Site Clearance Board of the old Tan Binh District to promote the mobilization of cases that have not agreed to hand over the site in the fourth quarter of 2025, creating conditions for the construction of the remaining volumes in the second quarter of 2026.


Allowing the investor to construct the section from Truong Chinh Street to Tran Thai Tong Street with the existing site (reaching 78.3%), while waiting for the locality to hand over the remaining part.
