After starting construction of the first items of the Nam Rom River Basin multi-disaster management project in mid-July 2023, up to now, all 7/7 construction packages are still being urgently constructed in the days before Tet.
The Nam Rom River Basin Multi-Disaster Management Project is being implemented to protect people’s lives, adapt to climate change and develop the economy and society of Dien Bien province. The project has a total investment of over VND981 billion.
After completing the project, the Nam Rom River section through Dien Bien Phu City and Dien Bien District will become a multi-functional river section: Preventing landslides to protect land; Draining floods, preventing inundation; Providing water for daily life, industry, etc.
The project components include: Building embankments to prevent landslides, widening the flow and dredging some river sections; building 2 dams.
In the days leading up to Lunar New Year 2025, according to the reporter of Lao Dong Newspaper, at construction package No. 3 (construction of embankment from dam No. 1 to bridge A1), dozens of workers and machinery are still working.
The representative of the construction unit said that the concrete embankment (base slab, embankment wall) has been deployed. Currently, this package has poured concrete for over 16,000/43,092 embankment panels and poured reinforced concrete for embankment walls for 1,337/2,395m. Construction package No. 7 (dredging and clearing the riverbed from dam No. 1 to the end of the route) is also being urgently constructed by workers.
Mr. Nguyen Huu Hiep - Director of the Project Management Board of Agricultural and Rural Development Works of Dien Bien province (investor) said that to ensure the completion of the project before December 31, 2025, the Provincial People's Committee has focused on directing relevant units to speed up the implementation progress.
Accordingly, the most important thing is to focus on directing land recovery and counting for households; verifying land origin and population as a basis for making plans, submitting for appraisal and approval of compensation and site clearance plans.
"Up to now, all 7/7 packages are being actively implemented. Because there is only nearly 1 year left to complete the project, we have asked contractors to focus on human resources and machinery to urgently construct to continue to speed up the progress and complete the entire project as planned," added Mr. Nguyen Huu Hiep.
The Nam Rom River Basin Multi-Disaster Management Project in Dien Bien Province was approved by the Prime Minister in Decision 170/QD-TTg, dated February 4, 2021.
The total capital for the project is over 981 billion VND, of which ODA loan capital from the French Development Agency AFD is 665.5 billion VND (24.65 million Euro); counterpart capital is 275.028 billion VND (10.19 million Euro) and non-refundable EU aid capital is 40.5 billion VND (1.5 million Euro).
