On December 24, Mr. Nguyen Ba Hai - Deputy Director of the Project Management Board for Agricultural Works and Rural Development of Dien Bien province (investor of the Multi-disaster Management Project of Nam Rom River basin) said that the Board had just issued a document requesting the Provincial People's Committee to consider extending the project implementation period to October 31, 2027.
According to Mr. Hai, the reason for asking for an extension of nearly 2 years is mainly due to slow compensation and site clearance, the handover area is not adjacent to the plot, making it difficult to organize construction.
According to the approved plan, the project must be completed by December 31, 2025. The investor said that with the current status of the site, the project will not be able to finish on time.
It is known that the project capital plan assigned by the end of 2025 is more than 600 billion VND, while the project has a total investment of over 981 billion VND.

In addition, according to the Agreement signed between the Ministry of Finance and the French Development Agency (AFD), October 31, 2027 is the deadline for disbursement for the project. AFD has also approved an extension of the project implementation period to the above time.
"In addition, the Provincial People's Committee is currently directing the Provincial Project Management Board for Agricultural Works and Rural Development to adjust and add a number of items to complete the lighting and landscape system in the area from the upstream of Thanh Binh Bridge to A1 Bridge, so there is still a lot of work to be implemented" - Mr. Hai added.
According to Mr. Hai, based on that reality, the Project Management Board for Agricultural Works and Rural Development has proposed that the Provincial People's Committee consider allowing an extension of the project implementation period to October 31, 2027.

The total land area to be recovered for the entire project is 88 hectares of 521 households, organizations and individuals, of which the site has not been handed over with an area of 12.08 hectares (13%).
The Nam Rom River basin multi-disaster management project in Dien Bien province was approved by the Prime Minister in Decision 170/QD-TTg, dated February 4, 2021.
The total capital for project implementation is over VND 981 billion, of which the ODA loan from the French Development Agency AFD is VND 665.5 billion (Yuro 24.65 million); the counterpart capital is VND 275.028 billion (Yuro 10.19 million) and the EU's non-refundable aid capital is VND 40.5 billion (Yuro 1.5 million).
