The transport project connecting key economic areas in the dynamic economic zone along National Highway 279 and National Highway 12, Dien Bien province (Dynamic Road Project) was approved by the Provincial People's Committee on May 31, 2021.
The project has a total investment of 1,300 billion VND (of which the central budget is 980 billion VND, the local budget is 320 billion VND) invested by the Provincial Traffic Construction Management Board (PMB).
Accordingly, the route has a total length of 35.37 km, including 8 urban sections and 6 non-urban sections.
The goal of the project is not only to complete the transport infrastructure, connecting the basin area of Dien Bien district with Dien Bien Phu city (old) but also to create regional linkages, promote the development of agriculture, forestry, trade and tourism.
Speaking to Lao Dong Newspaper reporter, Mr. Nguyen Minh Tuan - Director of the Provincial Traffic Construction Project Management Board said that the project includes 12 construction packages that are being implemented simultaneously. Up to now, the total construction value has reached over 85% of the volume.
Within the favorable land areas that have been handed over from 2022-2023, major items such as 3 Nam Rom River overpasses and branch routes and main routes (Km15-Km19+876) have been completed.
For the new area handed over in 2024-2025, the construction unit has basically completed the roadbed, drainage system and asphalt concrete pavement in many sections.
According to Mr. Tuan, the biggest difficulty of the project so far has been site clearance. However, this bottleneck has been basically removed.
"Currently, the site clearance work has basically been completed, with only local problems remaining in 4 households. We are coordinating with local authorities to resolve the issue completely" - Mr. Tuan said.
To ensure the project (the completion date is December 31, 2025), the Project Management Board is requiring contractors to focus maximum resources, materials, and equipment. Regarding the source of construction materials, the units have calculated and reserved enough to serve the construction, not allowing interruptions due to lack of materials.
According to Mr. Tuan, the main construction items will basically be completed before January 31, 2026. After this time, the construction unit will add a few auxiliary items and landscape such as planting trees...
However, according to the reporter's investigation, on November 17, 2025, Mr. Le Thanh Do - Chairman of Dien Bien Provincial People's Committee (now Chairman of the Provincial People's Council) signed Decision No. 2653 on approving the adjustment and supplementation of the dynamic road project.
Accordingly, the project implementation time and progress (approved in 2021-2025) will be adjusted to 2021 until the end of the second quarter of 2026.
Previously, on November 28, 2024, the People's Committee of Dien Bien province had to decide to adjust the project implementation time to the end of 2025 due to land problems that prevented the project from being completed by the end of 2024.
