52 million workers have jobs in 2025
At the 8th Conference of the Executive Committee of the Vietnam General Confederation of Labor (13th term) held on the morning of December 12, Ms. Thai Thu Xuong - Permanent Vice President of the Vietnam General Confederation of Labor presented a summary of the report on the results of trade union activities in 2025 and the trade union work program in 2026.
Ms. Thai Thu Xuong said that in 2025, the number of employed workers will be 52 million, an increase of 552.3 thousand people compared to the same period last year; the number of unemployed people of working age will be 764.2 thousand people, a decrease of 150.6 thousand people compared to the same period last year; the rate of unemployment among working-age people is 1.65%.
Workers' income continues to improve. The average income of workers in the first 9 months of the year was 8.3 million VND/month, up 10.0%, equivalent to an increase of 756 thousand VND over the same period last year. The average bonus for the Lunar New Year 2025 is 7.72 million VND/person, an increase of 13% compared to 2024.
In 2025, there will be 55 collective work stoppages nationwide, a decrease of 21 compared to the same period last year. The main reason is that the enterprise is late in paying salaries and bonuses, violating the regime and policies, employees propose to increase salaries, and do not agree with the conditions and bonus levels of the enterprise. Trade unions at all levels have promptly coordinated with competent agencies to support the parties in dialogue and negotiation to find solutions. Through the process of dialogue and negotiation between employers and the collective of employees with the support, guidance and witnessing of the authorities, most of the requests of employees have been resolved by the employer in whole or part, and the collective of employees have returned to normal work.
During the year, there were 240 fatal work accidents nationwide, killing 255 people (a decrease of 5 fatal work accidents, equivalent to 2.04% and a decrease of 13 deaths, equivalent to 4.85% compared to the same period in 2024).
5,132 grassroots trade unions organize "Union Meal"
In performing the function of representing, protecting the legitimate and legal rights and taking care of the interests of union members and workers, in 2025, the General Confederation of Labor has actively and proactively participated in giving opinions on the development of 39 draft laws, resolutions, decrees, and circulars directly related to the legitimate rights and interests of union members, workers, and trade union organizations. Focus on researching and participating with the Vietnam Fatherland Front and mass organizations in proposing the content of amending and supplementing a number of provisions of the 2013 Constitution related to trade union organizations, coordinating the development and completion of the Law dossier amending and supplementing a number of articles of the Law on the Fatherland Front, the Law on Trade Unions, the Law on Youth and the Law on Implementing Democracy at the Grassroots Level to submit to the National Assembly for approval at the ninth session, thereby institutionalizing the policy of arranging and streamlining the organization of the political system, while continuing to promote the role of trade union organizations in the new development stage.
Actively and responsibly participate in the National Wage Council, propose to the Government to regulate the increase in regional minimum wages for employees from January 1, 2026 with an average increase of 7.2%, contributing to ensuring the minimum living standard for employees; actively research and coordinate to propose to the Government to issue a Resolution on policies and regimes for subjects affected by the implementation of the reorganization of the apparatus and administrative units at all levels according to Conclusion 183-KL/TW dated August 1, 2025 of the Politburo and the Secretariat, including subjects who are trade union officials.
In sectors and localities, trade unions have actively participated with Party committees, authorities and professionals in developing regulations, mechanisms and policies for union members and workers in sectors and localities, contributing to ensuring and improving the rights of workers; organizing to collect comments from workers and trade union officials on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam; organizing the dissemination and implementation of the 2024 Trade Union Law, the 2024 Law on Social Insurance...
Trade unions at all levels focus resources and organize many activities to care for union members and workers. Activities to care for union members and workers during Tet continue to have innovations. Social activities, welfare care, support for union members and workers in difficult circumstances, those who have had work accidents, occupational diseases, and those with outstanding achievements in production labor are regularly cared for and maintained. Especially due to the impact of natural disasters and floods in the Northern and Central provinces in the last months of the year, trade unions at all levels have mobilized union members and workers nationwide to donate through the Vietnam Fatherland Front; organized working groups to visit and directly support union members and workers affected and damaged by storms and floods.
5,132 grassroots trade unions have organized "Union Meals" across the country on the occasion of the anniversary of the founding of the Vietnam Trade Union, commemorating important holidays of the country, contributing to creating solidarity, cohesion, open and sharing atmosphere between workers and employers.

Strive to effectively increase at least 1 million union members by 2026
According to Ms. Thai Thu Xuong, the expected theme of trade union activities in 2026 is: "Promoting innovation; concretizing and bringing the Resolution of the Party Congress, the Fatherland Front, and the Trade Union into life".
The Vietnam General Confederation of Labor sets out the main targets for 2026, including: Striving to effectively increase at least 1 million union members.
Strive to have each grassroots union introduce at least 1 outstanding union member for the Party to consider, train and admit.
100% of union officials are informed and thoroughly grasped the Resolution of the Party Congress, the Resolution of the Fatherland Front Congress, the Resolution of the Trade Union Congress; 85% or more union members and workers are informed, disseminated, studied, thoroughly grasped the Party's guidelines and resolutions, the State's policies and laws related to labor and trade unions; Trade unions participate in promoting at least 65% of workers in enterprises to participate in studying to improve their qualifications and professional skills.
100% of provincial and municipal Labor Federations under the central government, central industry unions, and general corporation unions under the General Confederation of Labor will develop and promulgate programs and plans to implement the Resolutions of the Party Congress, the Fatherland Front Congress and the Vietnam Trade Union Congress...
