Construction congestion due to land clearance problems
Although the bridge and road surface items have been constructed at a significant progress, the site clearance work at the Dung Quat - Sa Huynh Coastal Road Project (phase IIa) is facing the risk of being delayed. The project is still sluggish due to the slow and prolonged appraisal and approval of the compensation plan by the People's Committee of Quang Ngai City.
The Dung Quat - Sa Huynh coastal road project, phase IIa, component 1, passes through Quang Ngai city, Tu Nghia district and Mo Duc district, with a total length of more than 13km with 6 bridges. The project started in early 2022 and is expected to be completed by the end of 2024. The investor is the Provincial Traffic Construction Investment Project Management Board.
Talking to reporters, the investor's representative said that the site has been handed over 11.0/13.24km, reaching 83% of the total length of the route. Of which, Quang Ngai City has handed over 1.88/3.3km (reaching 57%); Tu Nghia district has handed over 2.75/2.9km (reaching 93%); Mo Duc district has handed over 6.37/7.04km (reaching 89%).
Currently, the main items of 6/6 bridges under the project have been basically completed. The asphalt concrete paving work on the road surface has been carried out over 5.9/13.28km, reaching 44% of the total length of the route. The value of the volume to date has reached 531/662.7 billion VND, equivalent to 80% of the contract value.
The project has invested in the construction of 5 resettlement areas, of which 3/5 areas have been completed, including 1 area in Tu Nghia district and 2 areas in Mo Duc district. However, the remaining 2 resettlement areas in Quang Ngai City, although submitted for appraisal and approval of the first compensation plan (Co Luy Bac Area with an area of 0.48ha/2.04 billion VND and Nghia Ha Commune Area with 2.2ha/8.7 billion VND), have not yet been approved by the People's Committee of Quang Ngai City.
According to the investor, the progress of site clearance for the main route is still delayed. The reason is that in the past, only 0.05km in Tu Nghia district and 0.06km in Mo Duc district were handed over; Quang Ngai city alone did not approve the plan, leading to no more site handover. The progress of appraisal and approval of the plan by the Provincial Land Fund Development Center is very slow. The process of appraisal and approval of the compensation plan of the People's Committee of Quang Ngai City is prolonged. Many sections of the route are still not smooth, and there are many problems.
Removing obstacles
To remove difficulties for this trillion-dong project, the investor recommends that the People's Committee of Quang Ngai City soon approve the compensation and support plan (Co Luy Bac resettlement area, An Phu commune), as a basis for mobilizing households to receive compensation and hand over the site in June 2025. At the same time, it is recommended that the Provincial Land Fund Development Center soon complete legal documents, prepare and submit for approval the plan before November 30, 2025, in order to create a basis for organizing the mobilization and handover of the site before December 31, 2025.
For cases that have drawn up resettlement land, the investor requested the Provincial Land Fund Development Center to promptly develop a compensation, support and resettlement plan for 10 households/10 lots in Tinh Hoa commune, Quang Ngai city and 16 households/16 lots in An Phu commune, Quang Ngai city.
These households have drawn lots for land plots in Xuan An Village Resettlement Area (Tinh Hoa Commune) and Vinh Tho Resettlement Area (An Phu Commune) since 2023, but have not yet submitted their approved plan to the People's Committee of Quang Ngai City (through the Department of Natural Resources and Environment for inspection and appraisal). It is necessary to complete the procedures and submit for approval before August 30, 2025.
