Construction can only be carried out at bridge and culvert locations
The Hoang Sa - Doc Soi road project has a route length of 26.88 km with a total investment of VND 3,500 billion, of which the central budget is VND 1,300 billion and the provincial budget is VND 2,200 billion (from land use fee revenue), invested by the Quang Ngai Traffic Construction Investment Project Management Board. The implementation period is from 2022 to 2027. This is a key traffic project of Quang Ngai province. However, so far only 39.9/164.51 ha of the site has been handed over, reaching 24.2%.
Speaking to Lao Dong Newspaper reporters, the investor's representative said that the People's Committees of Binh Son and Son Tinh districts have not yet completed the determination of specific land prices for the residential land area.
Compensation and site clearance for the main route continue to be delayed (only handing over 7.52 hectares in Binh Son district); all three areas including Binh Son district, Son Tinh district and Quang Ngai city have not completed the approved plan and handed over the site in April and May 2025 as required.
The reason is that the progress of preparing, submitting for appraisal and approving the plan of the Binh Son District Land Fund Development Center and the Provincial Land Fund Development Center is still slow, not ensuring the planned area; the quality of planning is not high.
The process of appraisal and approval of compensation plans is prolonged; the personnel performing the appraisal of plans at the Department of Agriculture and Rural Development of Binh Son district and the Department of Natural Resources and Environment of Quang Ngai city are both small and have to advise on many important projects at the same time, so the progress of work is sometimes delayed and not timely.
The construction progress is delayed due to the low handover area and not being seamless. Currently, contractors can mainly only implement construction at bridge locations, cross-culverts and construct precast components, bridge girders, so the progress is not up to requirements.
Investors urge localities to accelerate
Faced with the project's delay, the investor requested the People's Committees of Binh Son and Son Tinh districts to complete the work of determining specific land prices for residential land areas. The People's Committee of Son Tinh district needs to urgently approve specific land prices to calculate compensation for agricultural land at location 1 - this content has been directed by the Chairman of the Provincial People's Committee in Notice No. 148/TB-UBND dated March 25, 2025, but the implementation process is long and has not yet been completed; therefore, Son Tinh district does not have a specific land price to serve as a basis for submitting for appraisal and approval of the plan.
Request the People's Committee of Binh Son district to promptly complete the determination of specific land prices for the area expected to be recovered outside the planning to serve as a basis for approving the plan. Promptly issue a notice of land reclamation for the remaining 4.98 ha area.
For organizations in charge of compensation and site clearance, the Provincial Land Fund Development Center and the Binh Son District Land Fund Development Center need to focus on speeding up the progress of site clearance, urgently completing documents and procedures to submit for appraisal and approval of the remaining compensation plans; striving to complete the highest possible area in June 2025.
At the same time, continue to work with the Department of Agriculture and Rural Development of Binh Son district, the Department of Natural Resources and Environment of Quang Ngai city and complete the plan (if any) to promptly appraise and submit for approval the proposed compensation plans.
