Continuous anxiety in the planning area
In 2006, information about the approved Hoa Cam Industrial Park Project Phase 2 has lit up hope for a new, more prosperous life for the people of Group 4, Cam Le Ward. Everyone is eagerly waiting for the day to move to a new place, receive compensation to stabilize their lives. But the short joy quickly turned into a disappointment that lasted nearly 20 years. The project is still lying on paper, pushing people into a situation of "not being able to go, not being able to stay".
The narrow concrete road leading to the already dilapidated residential area has now become even more deserted, with overgrown weeds on both sides. The houses here bear the mark of time, most of which are old and degraded. The walls of the house are peeling and peeling in large pieces, revealing the layer of bright red bricks inside. Many temporary, damp houses with rusted corrugated iron roofs are ready to be blown away by the wind at any time. Inside, people's living space is not much better. The walls are moldy, the brick floor is old, the power system is temporarily patched, posing a potential risk of fire and explosion.
Ms. Tran Thi Cam, a long-time resident here, choked up: "My child was young when the project first started, now he is old, has started a family but still has no land to live on. We can't even separate the children's books, we can't even repair the house properly to live in."
All activities related to land and houses such as new construction, major repairs, transfers, land division... have been suspended, causing people's lives to fall into a deadlock.
Hoping for a decisive decision from the government
Not only facing the situation of degraded houses, people in the Hoa Cam Industrial Park project phase 2 also have to endure weak infrastructure.The drainage system is almost gone, every time the rainy season comes, water from higher ground floods locally, making life even more miserable."During the rainy season, all the water flooded into the house.There was a time when the water rose, furniture floated hastily, we had to climb up the attic to avoid the flood," said Ms. Nguyen Thi Lieu, another resident.
The deterioration of houses not only affects the aesthetics but also directly threatens the safety of people.
Ms. Lieu pointed to the peeling, moist walls in her house: "The walls are rotten, every time I lift my hand, the mortar falls and I leave. We really want to fix it but we are not allowed. Just pour a sand truck and a brick truck, the urban rule is to go down and make a record, requiring immediate stopping".
This situation makes people always live in fear that their houses could collapse at any time, especially during the rainy and stormy season.
In response to the people's prolonged concerns, representatives of the Da Nang city government also responded.At a press conference in early December, Mr. Nguyen Ha Nam, Director of the Da Nang Department of Construction, said that the Hoa Cam Industrial Park project phase 2 is still in the process of implementing the necessary procedures.
"Currently, the bidding documents to select investors have been completed. The Management Board of Da Nang High-Tech Park and Industrial Zones is organizing a bidding round to find a qualified investor," Mr. Nam informed.
According to the representative of the Department of Construction, after selecting an investor, the next steps such as approving the detailed planning, organizing compensation for clearance and implementing new construction can be carried out. However, this answer has not been able to ease the people's expectations, because they need a specific time frame.
