Hanoi City People's Committee has just issued a decision on issuing a "Project to pilot the model of "socialist communes and wards" in the city.
According to the project content, 2 communes selected to pilot the "socialist commune and ward" model are Phuc Thinh and Thu Lam communes.
The 2 communes basically meet the conditions, still have much room for development, rapid urbanization in the direction of green - smart - sustainable, with appropriate development orientations.
It is expected that by 2030, a "socialist commune/ward" model will be basically built, ensuring scale and conditions to meet needs, attracting about 700,000 people to live.
Phuc Thinh commune has a natural area of 42.69km2; population of 95,951 people.
The commune is located at the northern gateway of the Capital, adjacent to the Red River, near Nhat Tan bridge, Thang Long bridge and Noi Bai International Airport, with many advantages in terms of road, air and waterway traffic connections.
The master plan of Hanoi Capital with a 100-year vision orients Phuc Thinh to become the central area of the northern growth pole of the Capital.
Currently, there are 1,597 businesses operating stably and 2,208 households doing business in many diverse industries in the commune.
Many large projects are being implemented such as: Bac Thang Long Urban City multi-purpose urban area; Tien Duong 1, Tien Duong 2 social housing area; TH Hospital; headquarters of units under the Ministry of Public Security; Ring Road 3; 12 large projects on the Nhat Tan - Noi Bai road are being implemented.
The commune is oriented to form a financial, commercial, and service center, strongly attracting investment, contributing to fundamentally changing the urban appearance of the North of the Red River...
The commune is basically covered by urban sub-area planning. Urban sub-area planning projects are implemented in the commune to concretize the General Plans of Hanoi Capital.
Thu Lam commune has a natural area: 43.84km2; population of about 102,800 people.
In the commune, there are currently many large projects being implemented, creating strong socio-economic development momentum, including: Multi-purpose urban area; Lien Ha new urban area; Dong Anh industrial park; 5 industrial clusters; social housing areas; Ring Road 3; Hanoi - Thai Nguyen expressway (new National Highway 3), Hanoi - Lao Cai - Hai Phong high-speed railway, axis connecting to Gia Binh airport and inter-communal and inter-provincial transportation system.
The economic structure is shifting in the right direction, increasing the proportion of industry - trade and services, reducing the proportion of agriculture; transforming to urban - industrial - service according to the right direction.
Transport infrastructure has been invested in renovation and upgrading, many inter-commune trunk routes have been started and deployed; 21/23 schools meet national standards; communes have met health standards.
The lighting system according to urban standards is everywhere, the rate of households using clean water reaches 100%.
Mini parks, community playgrounds, cultural houses, drainage infrastructure, ponds and lakes are synchronously renovated to meet living needs, improving the quality of both material and spiritual life for people.
According to the project, Resolution No. 02-NQ/TW of the Politburo identifies the construction of Hanoi Capital as "Constitutional - Civilized - Modern - Happy", taking people as the center of development. In which, communes and wards must become an organizational development space. However, grassroots levels still have many limitations in governance, infrastructure and resource exploitation, requiring innovation in a modern, transparent direction, taking people's satisfaction as a measure. The construction of the "Project to pilot the model of "socialist communes and wards" in Hanoi City" is a requirement of profound political, social and practical significance; both concretizing the values, goals, and characteristics of Vietnamese socialism in the new development conditions of the Capital, and creating a basis for testing and perfecting the model of modern, democratic, disciplined, humane, and developmental grassroots governance, in line with the requirements of building a "Constitutional - Civilized - Modern - Happy" Capital.
