By June 30, communes and wards in Tuyen Quang province had completed the announcement of the Resolution on arranging and reorganizing villages and residential groups. The arrangement was implemented drastically and urgently but still ensured prudence and democracy, creating a positive shift in grassroots management.
After arrangement, An Tuong ward reduced from 61 to 27 residential groups. The number of non-specialized personnel in residential groups also decreased to 74 people, contributing to streamlining the apparatus and improving operational efficiency.
Mr. Do Dinh Dat - Deputy Secretary of the Party Committee, Chairman of An Tuong Ward People's Committee - said that the arrangement aims to reduce the number of villages and residential groups, forming residential units with appropriate scale, creating favorable conditions for leadership, administration and implementation of socio-economic development programs.
In Lung Cu commune - the northernmost point of the Fatherland - the terrain is divided, the population is scattered, many villages only have a few dozen households. After arrangement, the locality reduced it from 37 to 16 villages, keeping one village intact.
The arrangement plan is built on the basis of ensuring inter-regional and inter-regional nature, in accordance with natural conditions, traffic, population size and customs of each region, contributing to improving the operational efficiency of the political system at the grassroots level.

Mr. Duong Ngoc Duc - Secretary of the Party Committee, Chairman of the People's Council of Lung Cu commune - said that the locality determines that the arrangement must be harmonious between the requirement of streamlining the apparatus and preserving the traditional cultural space of each residential community.
All options are carefully researched based on actual conditions, ensuring that people are more convenient in living, production as well as accessing public services," Mr. Duc said.
After implementing the two-level local government model and arranging commune-level administrative units, on average, each commune and ward of Tuyen Quang province has more than 30 villages and residential groups. This puts great pressure on grassroots management.
According to statistics, the whole province currently has 3,257/3,802 villages and residential groups that do not meet the standards in terms of scale, accounting for 85.66%. The main reasons are mountainous areas, complex terrain, difficult traffic, dispersed population and large number of ethnic minorities living.
Therefore, the arrangement of villages and residential groups is being implemented step by step, in accordance with the model of local government and the actual conditions of mountainous, border, remote and isolated areas. After arrangement, the whole province still has 1,807 villages and residential groups.
More importantly, the arrangement creates conditions for localities to select and screen cadres with sufficient qualifications and capacity to meet the requirements in the new period, thereby improving the operational efficiency of villages and residential groups and optimizing resources for socio-economic development.
The expansion of the area and population of villages after arrangement also creates favorable conditions for production planning, forming high-quality specialized agricultural areas, and at the same time increasing the ability to attract investment into rural areas.
Mr. Hau A Lenh - Secretary of Tuyen Quang Provincial Party Committee - said that the arrangement of villages and residential groups must be placed under the direct and comprehensive leadership of the Party Committee; and at the same time promote the people's right to mastery and the supervisory role of the Fatherland Front and socio-political organizations.
This is not only an inevitable requirement in the process of renovating the organizational structure but also an important preparation step to build a streamlined, effective, and efficient grassroots political system, meeting the development requirements of the province in the new era," emphasized the Secretary of the Tuyen Quang Provincial Party Committee.
