On July 9, at the sixth Conference of the Hanoi City Party Committee Executive Committee of the XVIII term, Vice Chairman of Hanoi City People's Committee Bui Duy Cuong presented the Submission on investment policy for the Project to invest in building and repairing critical dyke systems, dredging and treating environmental pollution of the Nhue River according to public-private partnership (PPP) method, contract type Construction - Transfer (BT).
Vice Chairman of the City People's Committee Bui Duy Cuong said that the Nhue River in the city is about 61.5km long, from Lien Mac culvert to My Duc commune, passing through 19 communes and wards. This is a water supply and drainage axis connecting major traffic routes: Tay Thang Long road, National Highway 32, Thang Long Avenue, National Highway 6, Ring Road 4 and is the urban landscape face located in the heart of Hanoi Capital.
The current state of the Nhue River is depleted of water sources, seriously polluted; not meeting water supply targets, not ensuring the function of surface water sources, water quality indicators often exceed standards, at a very bad level.
Localities and people in the area want to soon handle environmental pollution and connect traffic.
Geleximco Group - Joint Stock Company proposed the project with the main objectives: Completing a centralized wastewater collection and treatment system, minimizing environmental pollution, ensuring proactive water drainage, preventing flooding in the inner city area, the west of Hanoi City, improving the efficiency of irrigation works in the basin, contributing to urban embellishment and traffic congestion.
Project implementation time is from 2026 to 2030.
Preliminary total investment is 75. 115 billion VND, type of construction contract transfer BT, with a land use area of about 855ha.
The project includes 4 components: Site clearance; dredging, embankment and construction of a route of about 61.5km long; traffic roads, technical infrastructure system, collection culverts on both sides of the river; investment in building wastewater treatment plants according to the plan.
Regarding the implementation plan, the project is implemented in phase 1 until the end of 2028, implementing the section from Lien Mac to Ring Road 4 with a length of 30.5km.
Phase 2 from 2029 to 2030, deploying the remaining section from Ring Road 4 to the end of Hanoi territory, 31km long.
The Party Committee of the City People's Committee proposed that the Executive Committee of the City Party Committee consider and give opinions on the project as follows: Unify the policy of immediate implementation and the policy of investing in the project according to public-private partnership (PPP) method, type of transfer contract (BT) to serve as a basis for applying the form of investor selection in special cases as prescribed in Decree 243/2025/ND-CP dated September 11, 2025 and Decree No. 257/2025/ND-CP dated October 8, 2025 of the Government.
According to the city's assessment, Hanoi has invested in many key projects such as Yen Nghia Pumping Station and is implementing Lien Mac Pumping Station phase 1. However, these projects can only maximize their effectiveness in flood control, water replenishment and environmental improvement when the entire Nhue River system is synchronously renovated.
Therefore, the Party Committee and City People's Committee determined that investing in the project is extremely necessary to simultaneously solve many long-standing problems of the Capital, from flood control, environmental pollution treatment, completing irrigation infrastructure to landscape embellishment and creating motivation for urban development.
