On April 19, Mr. Nguyen The Hoan - Chairman of Cao Bang City People's Committee shared: "Today, the locality will simultaneously organize the implementation of collecting public opinions on the Project on the arrangement of administrative units at commune and ward levels in the area".
According to the head of the City People's Committee, after the arrangement, the locality will form 3 new wards, with names that are historical figures or have many meanings associated with the homeland.

Previously, on the morning of April 18, the Cao Bang City Party Committee held a conference to disseminate and collect public opinions on the Project on the arrangement of commune-level administrative units in the city.
The conference was attended by leaders of the City Party Committee, People's Committee, specialized departments, key officials from 11 communes and wards and representatives of 118 groups and hamlets.
Speaking at the conference, Secretary of the Cao Bang City Party Committee Le Hai Hoa emphasized that the arrangement of administrative units is a necessary step to streamline the apparatus, improve management efficiency and create sustainable development space for the city.

According to the project, 13 adjacent communes and wards (including 11 units of Cao Bang city and 2 communes of Hoa An district) will be merged, forming 3 new wards. According to the representative of the Cao Bang City Party Committee, the arrangement plan and new ward names are highly agreed upon by representatives of communes, wards and residential groups.
Specifically, Thuc Phan ward ( Administrative - political - commercial center) is merged from 5 units: Hop Giang, Song Hien, De Tham, Hung Dao and Hoang Tung. The name of the ward is associated with the legend of An Duong Vuong, affirming its central position of the city.

Nung Tri Cao ward, including Song Bang, Ngoc Xuan and Vinh Quang combined, this is the western gateway of the city. The ward name shows respect for the historical and cultural heritage of ethnic groups, especially the Tay - Nung community.
The new Hop Giang ward, including Tan Giang, Hoa Chung, Duyet Trung, Chu Trinh and Le Chung, aims to develop industry - logistics and ecological urban areas in the Southeast area of the city.
Regarding the two historical figures named by Cao Bang city for the new wards, they have a great influence on the historical process of the nation as well as local customs and culture.
Thuc Phan (An Duong Vuong) was the founder of Au Lac state in the 3rd century BC. Recently, researchers have had more historical data proving the close connection between the origin of King Thuc Phan and the land of Cao Bang.

The character Nung Tri Cao lived around 1025 - 1055, a leader of the Nung ethnic group living in the Vietnam - China border area, now in Cao Bang and Guangxi (China).
He has stood out in history as an ethnic minority hero and leader of many uprising against the Tang Dynasty (China) in the mid-11th century.
Currently, the character Nung Tri Cao is honored in folk culture, especially in Cao Bang and the areas where Nung people live, and temple shrines for him are built in many localities. In Vietnamese beliefs, he is ranked among the Hoang Bat in the Great cross of the Holy Cross.
