Public Security is currently submitting a draft of the Decree regulating the punishment of administrative violations related to road traffic order and safety in the field of road traffic; excluding points, restoring driving license points will take effect from 1.1.2025.
Article 11 of the draft regulation stipulates the punishment of pedestrians violating road traffic rules.
Punish a fine of 6,000 to 10,000 VND for pedestrians who commit one of the following acts of violation:
Not walking on the designated part of the road; crossing the divider; walking on the road at an unauthorized location or not ensuring safety.
Not complying with the instructions or guidance of traffic signals, road signs, or road markings.
Not complying with the instructions or guidance of traffic controllers or traffic controllers.
Carrying bulky items that obstruct traffic.
Jumping or clinging to a vehicle in motion.
Fine from 10,000 to 20,000 VND for pedestrians walking on highways, except for people responsible for managing and maintaining highways.
Article 12 of the draft regulation stipulates the punishment of individuals controlling, leading animals, or controlling animal-drawn vehicles violating road traffic rules.
Punish a fine of 6,000 to 10,000 VND for one of the following acts of violation:
Not yielding to traffic according to regulations, not signaling with hand when changing direction.
Not complying with the instructions or guidance of traffic signals, road signs, or road markings, except for the act of violation specified in Clause 3 of this Article.
Not having a container for animal waste or not cleaning up animal waste on the road or sidewalk.
Controlling or leading animals on the road not designated for pedestrians, entering a prohibited area, or entering a road designated for motor vehicles.
Allowing animals to walk on the road without ensuring safety for people and vehicles participating in traffic.
Walking in a row of two or more vehicles.
Allowing an animal to be pulled by a vehicle without a person controlling it;
Controlling a vehicle without signaling according to regulations.
Punish a fine of 10,000 to 20,000 VND for one of the following acts of violation:
Not complying with the instructions or guidance of traffic controllers or traffic controllers.
Leading an animal while controlling or sitting on a vehicle in motion.
Loading goods on a vehicle exceeding the specified limit.
Punish a fine of 400,000 to 600,000 VND for individuals controlling, leading animals, or controlling animal-drawn vehicles entering a highway in violation of regulations.
