In recent days, many people living in Cu Chanh residential group (Thuy Xuan ward, Hue city) have expressed confusion when the end of the Huyen Tran Cong Chua route, although it has been completed and spacious, is still blocked, unable to circulate on National Highway 49, forcing people to go around a further section.
Records at the scene show that the new concrete road surface, clear markings. However, at the expected connection point with National Highway 49, a series of concrete piles were erected, blocking the walkway. Pedestrians could pass through, but motorbikes and cars were forced to turn around.
Due to the lack of warning signs from afar, many people mistakenly thought the road was clear. Only at the end point did they realize that this was a dead end and had to turn around. Mr. Tran Van Ha (32 years old, Vy Da ward, Hue city) said that he followed the map directions, so he thought the road had connected to National Highway 49, and when he arrived, he knew it was blocked, turning around on a narrow road was quite inconvenient. He suggested installing warning signs right from the beginning of the route to avoid wasting time for road users.
In just about 20 minutes at the road section, it was recorded that nearly 10 vehicles moved in, and when they reached the dead end, they had to turn around and circle to the side to continue moving.
On the section of National Highway 49 through Thuy Xuan ward, there are currently two connection points at a close distance (under 1,000m). Therefore, the management agency temporarily barricades to ensure traffic safety, and at the same time installs signs prohibiting vehicles from entering the end of the Huyen Tran Cong Chua route.
The project to upgrade Huyen Tran Cong Chua street under the Program for Development of Grade II Cities (green cities) of Hue City, was approved for design from 2018 with a length of more than 4.1km. The starting point intersects Bui Thi Xuan street and the ending point is expected to connect to National Highway 49. The middle section, 0.39km long through Thuy Xuan incense village, is not within the investment scope.
The lack of signs from the beginning of the route makes many people and tourists confused, especially large cars.
According to the Department of Construction of Hue City, the final section of the route was completed in 2025 but does not meet the conditions for connection to National Highway 49. The reason is that the expected connection location has a curve radius smaller than the minimum standard according to regulations for level IV delta national highways. The Department has requested the investor to complete technical factors and traffic organization to meet safety requirements.
The Project of the Program to Develop Grade II Cities (green cities) was approved by the Prime Minister in 2016 with a total investment of more than 223 million USD from loans from the Asian Development Bank (ADB). The project is expected to end on June 30, 2024, but has been extended until June 30, 2028.
The sub-project in Hue has a total investment of more than 2,200 billion VND, including 11 construction packages. To date, 7 packages have been completed, the remaining 4 packages are under construction, and the disbursement rate has reached nearly 84%. However, the fact that a section of road has been completed but cannot be fully exploited is creating anxiety among people.
Many opinions suggest that it is necessary to install warning signs from the beginning of the route and update information on digital map applications to limit the situation of vehicles having to turn around suddenly.
