Meanwhile, sand, gravel, rocks and soil dug from drainage items are still gathered haphazardly along many roads. When it rains heavily, soil and rocks drift down to low-lying areas, silting up the drainage system, causing pollution and affecting people's travel.
Inspecting the site of some key infrastructure projects in the area, Mr. Hoang Ba Nam - Secretary of Ha Long ward - requested that where there is site, construction is carried out thoroughly, without prolonging the progress or generating backlogs. For locations that have completed curbs, roadbeds and meet technical conditions, it is necessary to urgently pave the road surface to serve the travel needs of people. Items related to drainage systems and sewer installation must be focused on manpower and equipment to complete construction thoroughly.
Mr. Nam also requested to review the capacity of contractors currently implementing the project, any unit that does not meet the requirements will be considered for handling, even replacement if necessary. "All projects must be completed before June 30, 2026" - Mr. Nam requested.
Talking to a reporter of Lao Dong Newspaper, a representative of Ha Lam Ward People's Committee said that they are very upset with the contractors and are urging the contractors to mobilize human resources to accelerate the progress of the projects.
The road dug up and left there
As Lao Dong Newspaper has reported, after the 2026 Lunar New Year, 15 urban renovation, upgrade, and embellishment projects combined with handling flooding points in Hong Gai, Ha Long, Cao Xanh, Ha Lam, Ha Tu and Hoanh Bo wards were simultaneously implemented. However, instead of being completed early to serve the people, many projects fell into a state of prolonged construction.
On many streets, the construction unit simultaneously opened many construction fronts, excavating sidewalks and roadways, but did not concentrate enough manpower and machinery to deploy. In some places, materials have been gathered many months ago, but the construction site is still almost "motionless".
After that, the Department of Construction of Quang Ninh province intervened and through actual inspection, it was found that the construction situation was spread out, unsynchronized, and not thoroughly implemented. There was a situation where contractors opened many construction teams but did not have enough human resources to implement, so at times there were no construction workers.
Quang Ninh Department of Construction requested Hong Gai, Ha Long, Cao Xanh, Ha Lam, Ha Tu and Hoanh Bo wards to implement a periodic reporting regime on construction progress, disbursement, mobilization of human resources, machinery, and materials at each project.
