The information was announced by a representative of the Traffic Police Department (CSGT) of Ho Chi Minh City Police at a regular press conference on the city's socio-economic situation on the afternoon of August 21.
According to the Traffic Police Department, the increased application of technology, especially the surveillance camera system, has helped detect violations quickly and accurately. This is a key, modern solution to raise awareness of law compliance, while contributing to reducing accidents and traffic congestion.
Handling violations through cameras brings many benefits such as raising awareness of traffic participants; reducing pressure on public patrol forces; ensuring transparency, objectivity, thanks to clear images, avoiding unnecessary controversy. At the same time, it creates an important database to analyze and evaluate the situation, thereby proposing more reasonable traffic organization solutions.
However, there are still some limitations, especially for motorbikes. Currently, the preventive measure only applies when completing registration or transfer procedures, so in many cases, violators have not voluntarily complied with the penalty notice.
Some opinions are concerned that "the fine is cooling down" only depends on camera images, while when handling directly, the traffic police can flexibly consider the actual situation.
Responding to this issue, a representative of the Traffic Police Department said that people have the right to compare and complain.
When receiving a notice of violation, if they do not agree, the driver or vehicle owner can contact the police station where the violation was detected to review the recorded images and videos clearly and transparently.

In case of force majeure: If the driver is forced to violate the law due to direct traffic police signals, avoid accidents or give way to priority vehicles (rescue, fire...), after verifying the truth, that behavior will not be punished.
Vehicles with fake license plates: The traffic police will compare the vehicle details in the image with the registration data. If a fake license plate is determined, the real owner will not be responsible.
System technical errors: Monitoring cameras are periodically inspected, but if people prove errors (such as time, unusual speed), the Traffic Police Department will check the data again and cancel the notification if an error is detected.
