Nearly 9 years without completing the 2.87km road in Hanoi

Hanoi - Problems in site clearance have left the road project from Pham Hung street to Le Duc Tho street unfinished for many years.

The project to build the road from Pham Hung street to Le Duc Tho street (Tu Liem ward, Hanoi) was started on December 29, 2017, with a total investment of more than 518.9 billion VND.

The project has a length of about 2.87km, a cross-section of 50m, including one main route and three branch routes at the intersection with Pham Hung street.

According to Tu Liem Ward People's Committee, the total land area to be recovered for project implementation is more than 168,000m2, involving 517 households and one organization.

To date, the project has completed compensation, support and site clearance for more than 157,600m2, reaching about 96.1% of the total area to be recovered.

On July 25, Tu Liem Ward People's Committee approved compensation, support and resettlement plans for 37 households, including 32 plans related to 13 land plots, with an area of 2,360m2, with a total cost of about 67.96 billion VND.

In August, the ward plans to continue to publicize the plan for 21 households, as a basis for approval and implementation according to regulations.

In September, Tu Liem Ward People's Committee will organize the payment of compensation and support money; and at the same time complete land acquisition procedures for the remaining cases, striving to complete site clearance and hand over clean ground to deploy project construction.

To date, the realized value has reached about 67% of the volume according to the approved design documents.

After completing site clearance, the Tu Liem Ward Infrastructure Investment Project Management Board will focus on directing contractors to mobilize sufficient manpower, machinery, and equipment, and organize the simultaneous construction of the remaining items.

According to Tu Liem Ward People's Committee, the project progress is mainly affected by difficulties in compensation, support, and resettlement for non-agricultural land areas; determining the origin of land and arranging resettlement land funds.

In addition, new regulations on land also require reviewing, preparing and re-approving a number of plans, adjusting compensation, support and resettlement costs.

Inspecting the project site on August 6, Member of the Party Central Committee, Standing Deputy Secretary of the Hanoi City Party Committee Nguyen Trong Dong and Mr. Duong Duc Tuan - Standing Vice Chairman of the Hanoi City People's Committee - requested Tu Liem Ward and relevant departments, branches, and units to continue to closely coordinate, focus on thoroughly removing difficulties and obstacles; clearly define the tasks, responsibilities and implementation progress of each agency and unit, striving to complete the project before November 30, 2020.

Hanoi leaders requested that the process of deploying site clearance and construction must ensure publicity, transparency, in accordance with procedures and legal regulations; and at the same time strengthen propaganda, mobilization, dialogue, and full explanation of mechanisms and policies to create consensus among the people.

The early completion of the project will contribute to completing the regional transport infrastructure system, strengthening connectivity, reducing pressure on existing roads, meeting the travel needs of the people and improving the efficiency of using public investment capital.
