The project to build an underpass at the Co Linh intersection with Vinh Tuy bridge access road and Dam Quang Trung road, in Long Bien ward (Hanoi), started in October 2025.
The starting point connecting to Vinh Tuy bridge phase 2 is about 400m away from the intersection with Co Linh street. The ending point connecting to Dam Quang Trung street is currently about 1,000m away from the intersection with Co Linh street.

The total length of the underpass is about 600m (of which the length of the closed tunnel is 100m, the length of the open tunnel is about 260m; the barrier wall and wheel arch are 240m), connected to Dam Quang Trung street and Vinh Tuy bridgehead street.
The cross-section of the entire tunnel is 27.1m, arranged with 6 lanes, of which 3 lanes are on each side (10.5m).
Cutting sidewalks, adjusting the median strip, expanding lanes on the right and left sides of the roads around the intersection to ensure maximum expansion of the road surface on both sides; building technical infrastructure, green trees, traffic lights, painting lines and organizing overall traffic at the intersection to ensure safety and urban aesthetics.
The project has a total investment of 747.593 billion VND. According to the contract, the project will be completed in December 2027. However, the City has requested to shorten the progress and complete it before April 30, 2027.

According to Lao Dong's records in early August, many locations in the intersection of Co Linh street - Vinh Tuy bridge - Dam Quang Trung street were barricaded by contractors to construct underpasses.
At the construction site, many workers and machinery are mobilized to implement the project items.
However, the fact that many sections of barriers are erected, the road surface is narrowed, creating a bottleneck, causing this area to frequently experience traffic congestion, especially during peak hours.
People really hope that the project progress will be accelerated, and the road surface will be restored soon so that traffic can be smooth" - Mr. Le Nhuong (resident of Long Bien ward, Hanoi) said.

Inspecting the site at the Co Linh intersection underpass project at the end of June, Politburo Member, Secretary of the Hanoi Party Committee Tran Duc Thang requested the City People's Committee to direct the Traffic Construction Investment Project Management Board (the investor) to build detailed progress to each day, each item; focus on compensating for the delayed progress, absolutely not to affect the project completion plan that has been set out.
The investor and contractors mobilize sufficient manpower, equipment, materials and organize continuous construction, increasing shifts, increasing crews, ensuring safety and quality of the project, striving to technically open traffic before the Dinh Mui Lunar New Year 2027.

The Co Linh intersection - Vinh Tuy bridge access road - Dam Quang Trung road underpass project, when completed, is expected to solve traffic congestion at the intersection, connect interconnected routes around, and contribute to completing the transport infrastructure system in the area.
