Gia Lai tightens mineral management, takes strong action against illegal mining

Gia Lai requests to tighten mineral management from licensing to exploitation, thoroughly handle violations, prevent illegal exploitation and loss of resources.

Over the past time, Gia Lai province has tightened mineral management, from licensing, auctioning exploitation rights to inspection, examination and handling of violations. However, the guidance and organization of the implementation of tasks authorized to communes is still slow; coordination and post-licensing are not regular and strict.

Some areas still experience exploitation exceeding the scope, depth, and capacity; using minerals for improper purposes; not completing land procedures; slow closure of mines, environmental renovation and restoration, and illegal mineral exploitation.

Meanwhile, Gia Lai is implementing many key projects, leading to a large demand for leveling soil, sand and construction stone. Therefore, proactively sourceing materials, strengthening management and inspection is an urgent requirement to ensure project progress, limit the risk of resource loss and environmental impact.

Faced with this reality, the Chairman of Gia Lai Provincial People's Committee requested departments, branches, and localities to strongly shift from management of procedures to substantive management, throughout the entire process from licensing, exploitation, transportation, use to mine closure, renovation, and environmental restoration. Licensing is not considered the end of management responsibility.

Request the Department of Agriculture and Environment to urgently overcome the shortcomings according to the conclusions of the Provincial Inspectorate; review the entire implementation plan, clearly identify each task, result, completion time and responsibility of each department, unit, and related individual.

At the same time, definitively handle dossiers of mine closure, land lease for industrial yards, settlement of mineral exploitation rights fees, retroactive collection of financial obligations and cases of extraction outside the scope, using minerals for improper purposes or not in accordance with the mine design.

Research the application of GIS, remote sensing images and unmanned aerial vehicles (UAVs) to monitor the scope, current status and fluctuations in mineral exploitation areas," Chairman of Gia Lai Provincial People's Committee directed.

The Chairman of the Provincial People's Committee assigned the Provincial Police to strengthen the handling of illegal mineral exploitation, transportation, business and use activities; focusing on areas where violations frequently occur, areas with signs of large-scale, prolonged, organized exploitation or signs of collusion and legalization of mineral origin.

Direct commune-level police to firmly grasp the area, coordinate with local authorities to inspect, detect and prevent illegal mining activities, especially at night, on holidays and in border areas.

For serious, complex cases with signs of crime, study and establish specialized cases to investigate and handle thoroughly; strictly handle violating organizations and individuals, not to let them recur or form hotspots.
