In recent years, the implementation of health insurance (HI) policies for people and workers in Gia Lai province has received the attention of central ministries and branches and the involvement of local Party committees and authorities. The rights of HI participants are guaranteed according to regulations, contributing to the implementation of social security policies and increasing HI coverage.
Every year, the Provincial People's Council issues resolutions to support health insurance contributions for some groups of subjects, especially ethnic minorities, thereby creating conditions for people to access and maintain health insurance participation, contributing to ensuring social security.
However, the process of implementing policies and laws on health insurance in the area still has some difficulties and obstacles related to support funds.
Specifically, in 2019 and 2020, the Gia Lai Provincial People's Council (old) issued Resolution No. 121/2019/NQ-HĐND dated December 11, 2019 and Resolution No. 129/2020/NQ-HĐND dated December 10, 2020, stipulating the level of financial support for HI purchase for some subjects in 2020 and 2021.
According to these resolutions, the funding for implementing health insurance contribution support is used from 20% of the unused health insurance medical examination and treatment fund (if any), local budget sources and other legal sources as prescribed.
Over 2 years of implementing the resolution, the whole province has had 221,183 turns of people supported with health insurance contributions, with a total budget of more than 33.6 billion VND.
However, to date, Gia Lai province (new) has not yet received notification of the 20% funding (if any) used in the locality for 2019 and 2020 as prescribed.
Therefore, the locality does not have a basis to allocate funds to implement the policy of supporting health insurance contributions according to 2 resolutions (No. 121 and No. 129) issued by the Gia Lai Provincial People's Council (old).
Gia Lai Provincial People's Committee requests central ministries and sectors to consider and soon announce the 20% funding (if any) used locally for 2019 and 2020 according to the provisions of Article 35 of the Health Insurance Law, so that localities have a basis to allocate funds to support health insurance contributions for some subjects in Gia Lai province according to the resolution of the Provincial People's Council.
