According to the policy of deploying local government at 2 levels, the force of non-specialized personnel (HĐKCT) at the commune level is temporarily arranged until May 31, 2026.
From now until the above deadline, localities must complete the plan to arrange and definitively resolve the regime for the remaining commune-level HĐKCT people according to 3 orientation plans of the Government.
First, where there are still staff and cadres meeting standards and conditions, direct recruitment into commune-level civil servants is implemented.
Second, in cases where the Party Committee, local government and cadres and people agree, they can be arranged to hold non-specialized positions in villages and residential groups.
Third, continue to resolve according to current policies to ensure thorough handling by May 31, 2026.
After the merger, Gia Lai province has more than 4,100 commune-level HĐKCT people on leave. From July 1, 2025 to now, the province has resolved benefits for more than 3,000 cases. By the end of May 31, 2026, the locality will complete the settlement of benefits for the remaining approximately 1,000 cases.
According to the Gia Lai Provincial Department of Home Affairs, the general direction of the province is that localities that still have needs and staffing targets should prioritize arranging job positions for commune-level voters with sufficient capacity and qualifications to meet the job requirements under contracts; or arrange this force in villages and neighborhoods after completing the arrangement of village and neighborhood units.
According to the direction of the Central Government, by May 31, 2026, commune-level HĐKCT will no longer have a job position at the commune level. Currently, the province is resolving regimes for about 1,000 remaining cases, the payment level ranges from tens to hundreds of millions of VND/case, depending on the time of social insurance participation during the working process," said the leader of Gia Lai Provincial Department of Home Affairs.
Previously, on May 7, at a meeting with voters of the 16th National Assembly Delegation after the first session, Ms. Nguyen Thi Thanh Truc - Head of the Culture - Society Department of Tuy Phuoc commune - proposed that the Central Government and the province soon have specific guidance on arranging this team to villages and neighborhoods so that localities can proactively review, disseminate and orient the arrangement of suitable positions.

Currently, this team is very actively supporting the locality. Therefore, it is proposed that National Assembly deputies propose to supplement policies and create job opportunities for voters in the coming time," Ms. Truc proposed.
Regarding this proposal, Mr. Lam Hai Giang - Vice Chairman of Gia Lai Provincial People's Committee - said that this team will be arranged and assigned to villages and neighborhoods after completing the arrangement of village and neighborhood units.
According to Mr. Lam Hai Giang, currently commune-level cadres and civil servants are very lacking, the province will build a "bank" of non-specialized commune-level cadres and civil servants to ensure full qualifications and meet standards.
In case non-specialized commune-level officials and civil servants agree to move between localities, they will continue to be assigned work, except for those who wish to retire according to the regime.
