Ho Chi Minh City will officially apply the garbage collection fee by volume from June 1, a regulation that is considered more fair than the previous common price. However, Lao Dong's records show that many people are still concerned about how to implement it, while private garbage collection units are still waiting for detailed instructions from local authorities.
People are worried, recommend a clear roadmap
Mr. Cuong, a resident of Long Thanh My ward (Thu Duc city), expressed surprise at not receiving official information from the ward about the new regulation, even though there is only one more day to apply. "The information I have received is from newspapers and TV, not from the ward," said Mr. Cuong.
Mr. Cuong analyzed the shortcomings: "What is the problem with garbage when it is sunny, garbage when it is raining? In addition, despite always requiring waste classification, garbage trucks still dump together. This shows that the new regulation is not convincing enough because people have not seen the practical effectiveness".

According to Mr. Cuong, waste scales will be more suitable for companies and large factories with specialized garbage collection points and personnel, instead of applying for each household with unstable waste waste time. Therefore, Mr. Cuong disagrees with the application of the scales because it thinks it is "unrealistic". He raised the reasons: "The garbage collection time is not right at the time when people are on duty.
He emphasized that if applied too suddenly, the new regulation could make people more concerned, leading to a dispute between the homeowner and the collection unit.
Ms. Mai Thi Thanh (55 years old, living in Go Vap district) said that she was very concerned when she heard the news about collecting garbage fees according to the scale. "Hearing the words of the scale, I was worried. It's okay for a house with less garbage, but a house with a lot of people and a lot of garbage, so the garbage bill will increase significantly," she shared.
What Ms. Thanh is most concerned about is the possibility of illegal dumping when the new regulation is applied. "Now people often secretly throw garbage in public places, in vacant lots or canals to avoid money. If we only count money by the scale, there will certainly be more people looking for ways to steal to reduce costs," she said worriedly.
According to Ms. Thanh, if we want to apply the weighted waste fee, Ho Chi Minh City needs to have more synchronous and stronger solutions to control the situation of illegal dumping, as well as carefully propagate so that people understand and agree. "If not, fee collection could become a double-edged sword, which is both difficult to collect and puts the environment in even more pollution," Ms. Thanh suggested.
The collection unit supports but still has many challenges
While people still have many questions, the units set up to collect private waste have expressed their agreement with the new regulations. Mr. Trieu Kim Bang, Director of Binh Tan District Environment Cooperative, commented that the method of calculating fees by volume will be "more fair".
However, these units are still waiting for detailed instructions from the government.

Mr. Vo Thanh Long, an environmental worker with more than 10 years of experience in garbage collection in Xuan Thoi Thuong commune (Hoc Mon), also expressed many similar concerns. Mr. Long said that although the new regulation will be fairer, balancing waste at the source will face many challenges, especially when people do not have a clear understanding of the information.
"I heard that there will be a garbage weighing period to calculate the fee, but I thought it would be difficult to weigh, it could only be estimated to calculate," Mr. Long shared.

A representative of Binh Tri Dong B ward (Binh Tan district) said that the ward has issued a document and is in the process of propagating to neighborhoods and garbage collection units so that people can grasp the situation. However, they also admit that it takes time for people to start implementing, and only then can they record the difficulties and inadequacies to reflect.
The application of new garbage collection prices, along with transparent and fair calculation methods, is expected to raise awareness of waste classification at source, contributing to solving the urban environmental problem in Ho Chi Minh City. However, to make the new regulation truly effective, there needs to be synchronous coordination between the government, the collection unit and especially consensus and understanding from the people.
