The Ministry of Agriculture and Environment assessed some difficulties in applying new automobile emission standards.

In the report on the assessment of policy impact in the draft decision of the Prime Minister stipulating the roadmap for applying the national technical regulation on car emissions circulating in Vietnam, the Ministry of Agriculture and Environment said that the urgency of developing national technical regulations (QCVN) on emissions for mechanical vehicles is very necessary and urgent, which has been stipulated in the Law on Environmental Protection and Safety Law.

In the past, ministries, branches and localities, according to their assigned functions and tasks, have implemented the development of technical standards and regulations, in which the Ministry of Agriculture and Environment has developed emission QCVN for cars in circulation in Vietnam, organized inspection and appraisal according to the provisions of current law.

"One of the main causes of air pollution is transportation activities, including the operation of road motor vehicles in circulation. Research results by some environmental experts show that the contribution of dust pollution from transportation activities ranges from 20% to 60%" - this ministry said.

According to the Ministry of Agriculture and Environment, current emission regulations do not meet current environmental protection requirements, cars in circulation in Vietnam mainly only have to meet Level 2 according to TCVN 6438:2018, significantly lower than the standards applied in countries in the region such as Thailand ( Euro 4), Singapore ( Euro 5-6). The difference between emission standards for imported vehicles, newly manufactured vehicles and vehicles in circulation creates problems in emission control.

Regulations on the roadmap for applying QCVN on emissions of automobiles in Vietnam from 2026 onwards will have many positive impacts, significantly reducing emissions from vehicles when many new vehicles must meet higher emission standards, helping to improve overall air quality. stimulating the automobile market to switch to low-emission vehicles, opening up opportunities for electric and hybrid vehicles.

Management agencies can improve their emission monitoring capacity with the upgraded inspection system. Promote the green development of the automobile industry in Vietnam, reducing dependence on old technology.

In addition, the Ministry of Agriculture and Environment also recognizes some negative impacts when applying emission standards such as vehicle ownership costs may increase due to the price of newly manufactured vehicles according to higher emission standards.

Transportation businesses must upgrade their fleets, creating financial pressure if there is no support mechanism. People may have difficulty buying and selling used cars when cars with low emission standards are gradually being eliminated from the market.

However, this ministry believes that regulating the roadmap for applying national technical regulations on automobile emissions in Vietnam is a necessary solution to reduce increasingly serious air pollution, protect public health and ensure Vietnams environmental commitment. Although this solution requires cost-effective investment and adjustment in the legal system, the long-term positive impacts on the economy, society and environment will be much greater. This not only helps Vietnam improve air quality but also promotes the development of the green auto industry, contributing to energy transition and sustainable development.
