49% of cars manufactured since 2008 do not achieve a vehicle emission index

According to the results of the test results of automobile emissions in circulation, up to 49% of vehicles manufactured from 2008 to before 2017 did not achieve N smoke level (% HSU).

The Ministry of Agriculture and Environment submitted a draft Decision of the Prime Minister stipulating the roadmap for applying national technical regulations on automobile emissions.

To implement this content, the Ministry of Agriculture and Environment has organized actual emission measurements and had emission measurement results for 1,250 cars in circulation.

The measurement results in Table 1 show:

Vehicles manufactured from 2022 to present have 100% of vehicles reaching level 4 and 99.4% reaching level 5.

Vehicles manufactured from 2017 to before 2022 have 100% of vehicles reaching level 3; 99.6% of vehicles reaching level 4 and 99.2% of vehicles reaching level 5.

Vehicles manufactured from 2008 to before 2017 had 99.34% of vehicles reaching level 3; 96.7% of vehicles reached level 4 and 90.1% of vehicles reached level 5 (except for 1 vehicle accounting for 0.66% of failure).

Vehicles manufactured since 2008 and other types have 100% of vehicles reaching level 3 and 90.5% of vehicles reaching level 5.

The measurement results in Table 2 show:

Vehicles manufactured from 2022 to present have 100% of vehicles reaching level 5.

Vehicles manufactured from 2017 to before 2022 have 100% of vehicles reaching level 4 and 99.4% of vehicles reaching level 5.

Vehicles manufactured from 2008 to before 2017 have 100% of vehicles reaching level 3; 98.7% of vehicles reach level 4 and 96.1% of vehicles reach level 5.

Vehicles manufactured since 2008 and other types have 100% of vehicles reaching level 3; 90% of vehicles reaching level 4 and 85.7% of vehicles reaching level 5.

The measurement results in Table 3 show:

Vehicles manufactured from 2022 to present have 39.43% of vehicles reaching level 4 and 5.

Vehicles manufactured from 2017 to before 2022 have 63.86% of vehicles reaching level 4 and 5.

Vehicles manufactured from 2008 to before 2017 have 44.08% of vehicles reaching level 4 and 5.

Vehicles manufactured since 2008 and other types have 41.7% of vehicles reaching level 4 and 5.

The measurement results in Table 4 show:

Vehicles manufactured from 2022 to present have 88.3% of vehicles reached level 1; 83.6% of vehicles reached level 2 and 82% of vehicles reached level 4 (except for 15 vehicles, accounting for 11.7% of which were not achieved).

Vehicles manufactured from 2017 to before 2022 have 72.4% of vehicles reaching level 1; 62.3% of vehicles reach level 2; 54% of vehicles reach level 3 and 49% of vehicles reach level 4 (specifically, 66 vehicles account for 27.6% of vehicles not reaching level 3).

Vehicles manufactured from 2008 to before 2017 have 51% of vehicles reaching level 1; 36.7% of vehicles reach level 2; 32.7% of vehicles reach level 3 and 30.6% of vehicles reach level 4 (except for 24 vehicles, accounting for 49% of those that did not reach level 3).

Vehicles manufactured since 2008 and other types have 62.5% of vehicles reaching level 3 and 50% of vehicles reaching level 4 (except for 3 vehicles, accounting for 37.5% of which are not yet reached).

Based on the actual measurement results of automobile emissions in circulation presented above and the Draft National Technical Regulations on automobile emissions in circulation (hereinafter referred to as the Draft QCVN), it is possible to develop a roadmap to apply national technical regulations on automobile emissions in circulation in Vietnam.

The development and issuance of the Prime Minister's decision on the roadmap for applying the national technical regulation on car emissions circulating in Vietnam is necessary to transfer the roadmap for applying emissions standards at Decision No. 249/2005/QD-TTg dated October 10, 2005, Decision 49/2011/QD-TTg dated January 1, 2011 and Decision No. 16/2019/QD-TTg 28.2019 The next standard emission standards.

In line with the "Action Program on Green Energy Transition, Reducing Emissions of Bones and Metallurgy in the Transport Sector" and implementing Vietnam's strong commitment at the 26th United Nations Summit on Climate Change (COP26) to bring net emissions to "0" by 2050.

At the same time, it is in line with the content of " Approving the Strategy for the development of the Vietnamese automobile industry to 2025, vision 2035". Gradually moving towards harmonization in terms of emission standards with countries in the region and internationally and in accordance with international treaties and commitments to which Vietnam has become a member such as the UNECE 1958, APMRA agreement, EVFTA, UKVFTA...

The content of this Decision will inherit the valid contents, with an additional roadmap for applying emission standards for cars in circulation manufactured before 1999, cars manufactured from 1999 to the end of 2016, cars manufactured from 2017 to the end of 2021, cars manufactured from 2022.

The above contents also simultaneously implement Decision 876/QD-TTg dated July 22, 2022 of the Prime Minister approving the action program on green energy conversion, reducing carbon emissions and methane gas of the transport sector.
