Poor supervision
On November 4, the Department of Agriculture and Rural Development (DARD) of Quang Binh province said that recently, the monitoring of aquatic product output in the area has not been strict, the quality of output monitoring has not been guaranteed, and the volume of output monitoring in localities is still limited compared to the total marine exploitation output.
The main reasons given by the Department are that the fishing port infrastructure has not met the demand for docking; the number of fishing boats in the large flats, almost do not dock at fishing ports to unload aquatic products; the management of purchasing, transshipment, and recording of purchasing and transshipment logs is not strict; the statistics of aquatic product output still have many shortcomings, not excluding the statistical methods are not suitable to reality...
Vice Chairman of Quang Binh Provincial People's Committee Doan Ngoc Lam requested units to strictly implement to improve the effectiveness of output monitoring in the coming time, contributing to removing the EC's yellow card warning.
Mr. Doan Ngoc Lam requested the People's Committees at commune levels with seafood unloading points to organize forces, arrange human resources and equipment to monitor exploited seafood at registered unloading points; closely monitor seafood purchasing facilities in the area, especially temporary piers, illegal wharves, "fish brokers"..., ensure that 100% of fishing vessels enter to unload exploited seafood at type II, type III fishing ports and registered unloading points; do not allow fishing vessels to enter to unload at illegal wharves, unregistered temporary piers...; strictly handle acts of assisting and consuming seafood from fishing vessels violating IUU fishing.
Direct and guide the type III fishing ports under the management area to arrange human resources and equipment to control fishing vessels entering and leaving the port, monitor 100% of fishing vessels entering the port to unload exploited aquatic products according to regulations; collect logs, reports on aquatic product exploitation, logs of purchasing and transporting aquatic products to ensure quality according to regulations; regularly update data on aquatic product exploitation logs, monitor the volume of aquatic products unloaded through the port into the national fisheries database software Vnfishbase.
Sanctions for IUU fishing violations
Quang Binh Provincial People's Committee requested the Department of Agriculture and Rural Development to direct the Fisheries Sub-Department to guide localities on regulations related to monitoring of exploited aquatic product output at type III fishing ports, registered loading and unloading points and electronic traceability system of exploited aquatic products (eCDT); periodically organize inspections or advise competent authorities to organize inspections of the implementation of monitoring of exploited aquatic product output using the eCDT system in localities and units; continue to synthesize monitored aquatic product output in localities, fishing ports... periodically every Friday and report to the Provincial People's Committee.
Mr. Doan Ngoc Lam requested the Department of Agriculture and Rural Development to direct the representative office of fisheries inspection and control to strengthen the actual inspection of fishing vessels leaving and arriving at ports to ensure compliance with regulations; promptly detect, strictly handle or transfer to competent authorities to sanction violations of IUU fishing.
Review the mechanism for exchanging information on fishing vessel journey management to ensure smooth real-time communication from the time the vessel completes procedures to leave the port, passes through the border control station to go to sea, operates, exploits, purchases, and transports aquatic products at sea and vice versa between the Fisheries Sub-Department, the Fishing Port Management Board, and the border guards, contributing to the fight against the act of exploiting, purchasing, and transporting aquatic products at sea without declaration.
