The Inspectorate of Vinh Thuan District (Kien Giang) has concluded the inspection on the responsibility of Mr. Nguyen Thanh Phong - Principal of the Town Secondary School for arbitrarily transferring the facilities of the Town Secondary School to the Vinh Thuan Town Primary and Secondary School (old) without the opinion of the competent authority.
In May 2022, Mr. Nguyen Thanh Phong was assigned to be the Principal of the Town Secondary School. In the process of performing the duties and responsibilities of basic education in accordance with the regulations in teaching and learning, in order to rearrange the network of schools in the town, in July 2023, the District Department of Education and Training (DET) made a proposal to merge Vinh Thuan Town Primary and Secondary School into Binh Minh Primary School to form Binh Minh Primary and Secondary School and re-plan the system of schools and classes in Vinh Thuan Town, which was approved by the Standing Committee of the District Party Committee and directed to be implemented in accordance with regulations.
However, in the process of organizing the implementation of the above policy, Mr. Nguyen Thanh Phong still had a limitation in that there was no official directive document but he allowed the transfer of assets from Thi Tran Secondary School in Vinh Dong 1 residential area to Vinh Thuan Town Primary and Secondary School (name removed after the merger) in Vinh Phuoc 2 residential area, leading to many public opinions and reflections in the district.
The Chief Inspector of Vinh Thuan District concluded that through the inspection of Mr. Nguyen Thanh Phong's responsibility, it was found that there were many efforts in implementing the policy of rearranging the school network as well as relocating assets to ensure the time for school to start and the new school year 2024-2025. However, the relocation of Mr. Phong's facilities according to the conclusions and instructions of the meetings was not legally sufficient. At the time of the inspection, Mr. Phong's relocation of the above facilities had not yet had an official decision or directive from the competent authority. The relocation of the facilities of Thi Tran Secondary School from Vinh Dong 1 residential area to Vinh Phuoc 2 residential area was not in accordance with Decision No. 852/2001/QD-UB, dated August 9, 2001 of the People's Committee of Vinh Thuan District.
Some of the unit's assets are still left outside the asset management number, including 7 laboratory tables, 3 water heaters, 2 air conditioners, 20 stone tables, and 54 stone chairs, which is not in accordance with regulations. However, the unit still has a separate tracking book because this part is assets and tools from many years ago that were left without being recorded, without documents left, and the previous accountant left without handing over. There are assets and tools that have expired for liquidation but the school retains them for use.
The leaders of the District Department of Education and Training advised the District People's Committee to develop a plan to merge schools and re-plan the school system, but the content and time were not sufficient. The leaders of the District Department of Education and Training directed the Town Secondary School to receive the facilities transferred from the Vinh Thuan Town Primary and Secondary School, without a decision to transfer assets from the competent authority, which was not in accordance with regulations.
The merger and rearrangement of the school network was the policy of the Standing Committee of the District Party Committee and the direction of the District People's Committee. However, Mr. Nguyen Thanh Phong was still subjective in the implementation process, not waiting for the official decision and directive document but carried out the relocation, causing negative public opinion. Objectively, due to the time of returning to school and the opening of the new school year according to the close time frame, it was feared that it would not be guaranteed and based on the direction of meetings from superiors, the relocation was implemented, leading to the above limitations.
The District Inspectorate recommends that the Chairman of the District People's Committee direct the District Department of Education and Training to coordinate with relevant units to advise the District People's Committee to promptly implement the policy of the District Party Committee Standing Committee on the merger (already completed) and re-plan the school system, and to relocate facilities from Vinh Dong 1 residential area to Vinh Phuoc 2 residential area in a timely manner according to regulations.
The leaders of Thi Tran Secondary School organize the relocation of facilities from Vinh Dong 1 residential area to Vinh Phuoc 2 residential area in accordance with regulations. Direct and organize the management of assets in accordance with current regulations.
For the collective, direct the Department of Internal Affairs to advise the District People's Committee to organize a review and draw experience from the collective leadership of the District Department of Education and Training, the collective leadership of Thi Tran Secondary School with the limitations stated in the conclusion.
For individuals, direct the Department of Internal Affairs to advise the District People's Committee to organize a review of the responsibility of Mr. Nguyen Thanh Phong, Principal of Thi Tran Secondary School, with the limitations stated in the conclusion. The accountant of Thi Tran Secondary School will draw lessons from his own experience in advising on the limitations.
The school has not yet settled the contract with the lessor for the rental and relocation of assets. In case of any personal payment, Mr. Nguyen Thanh Phong must be responsible.
