On July 28 and 29, the working delegation of the National Assembly's Committee for Science, Technology and Environment had a field survey and working trip with the People's Committee of An Giang province and the Phu Quoc special zone.
The working trip focused on monitoring the implementation of policies and laws on food safety control; and at the same time inspecting the progress and removing difficulties for key projects serving the APEC 2027 Summit in Phu Quoc Special Zone.
According to An Giang Provincial People's Committee, public investment projects, PPP projects and business investment in Phu Quoc are being urgently implemented simultaneously. To date, the province has disbursed more than 5,300 billion VND, reaching over 40% of the 2026 capital plan.
To complete APEC projects 3 to 6 months in advance according to the direction of the Central Government, the province has applied the "green channel" mechanism in handling administrative procedures. However, due to the urgency and specific construction conditions of the sea and island areas, many projects are forced to be implemented in parallel with the process of completing legal procedures. The province is currently facing some difficulties related to synchronous planning, special-class architectural competitions, payment mechanisms for BT projects, procedures for landfill material exploitation, as well as procedures for allocating sea and environmental areas.
To remove these bottlenecks, An Giang Provincial People's Committee proposed that the Committee for Science, Technology and Environment advise the National Assembly to soon issue a Resolution on specific mechanisms and policies for projects serving APEC 2027. In which, allow the simultaneous implementation of a number of investment preparation procedures, remove resource exploitation procedures, and at the same time have a mechanism to protect officials who dare to think and dare to do for the common purpose.
Through the survey, the Representative of the National Assembly's Working Delegation highly appreciated the efforts of An Giang province in managing food quality, ensuring people's health, preparing safe food supply to serve major international events, as well as recording practical recommendations from the locality.

To ensure good service for APEC events and the sustainable development of the locality, Mr. Nguyen Phuong Tuan - Deputy Chairman of the National Assembly's Committee for Science, Technology and Environment requested An Giang province and relevant departments and agencies to focus on implementing the work.
Regarding handling traffic infrastructure problems (Line DT975), focus on definitively resolving outstanding site problems to speed up construction progress before/during the rainy season. Review the technical connection of asphalt road surfaces between sections, ensuring close coordination between motorized road construction and LRT (Light Railway) corridor planning. Urgently complete the synchronous water supply and drainage system at main roads to thoroughly prevent flooding and protect the asphalt road surface structure.
Regarding environmental infrastructure and APEC event services, ensure appraisal standards for green buildings, fire prevention and fighting systems and telecommunications infrastructure for the entire area. Accelerate investment and construction of solid waste and domestic wastewater treatment facilities in the area, avoiding the risk of environmental overload during APEC.
The working delegation will fully summarize the opinions and recommendations of the locality to report to the leaders of the Provincial People's Committee and central ministries and sectors to promptly remove obstacles in mechanisms, policies and resources to create the most favorable conditions to help Phu Quoc complete projects on schedule, contributing to the overall success of the APEC 2027 Summit.
