Among the 21 projects serving the APEC 2027 Summit, 16 projects have to clear ground with an area of up to 1,0050.5 ha, directly affecting 3,972 households. To solve the problem of "having clean ground but leaving no one behind", Phu Quoc has launched a lightning campaign, simultaneously building 4 key resettlement areas including An Thoi, Ho Suoi Lon, Cua Can and Ham Ninh.
In the early days of deployment, compensation and site clearance work in Phu Quoc faced many difficulties. The specific nature of land in the island region has a history of management through many periods, complex origins. The situation of buying and selling with handwritten papers, land with unclear boundaries, overlapping land or disputes is common...

Mr. Truong Thanh Tan - Head of the Compensation and Support Board for Resettlement of Phu Quoc Special Zone - said: "In the early stages, we faced a lot of pressure because the origin of land in Phu Quoc as well as the boundaries were unclear. Many land plots went to five or seven times because the land owner was not local. After the implementation process, we persistently explained and mobilized, and people also understood and created consensus.
The pressure is even heavier when a large area of land is entangled in converted forest land of Phu Quoc National Park, requiring complex legal procedures. In An Thoi, more than 1,500 households are affected and over 500 households have to be resettled, causing the temporary housing fund to be overloaded. Faced with this challenge, the Party Committee and Phu Quoc Special Zone People's Committee issued many resolutions directing the entire political system to focus on implementing APEC 2027 projects.

With the motto "Thấu lý - đạt tình", "Đi từng ngõ, gõ từng nhà, rà từng đối tượng", the leaders of the special zone persistently sat down with each household not only to propagate and mobilize but also listened to the thoughts and aspirations of people with land located in the project to jointly remove difficulties, have timely support plans and have appropriate compensation policies, ensuring the legitimate rights and interests of the people. This closeness, not afraid of conflict, has dispelled the initial doubts of the people, creating a strong change in the entire political system.
With the direction of the Provincial Party Committee, Provincial People's Committee and local efforts, there were 248 cases of people (although there were coercive decisions) but thanks to mobilization and persuasion, they voluntarily cleaned up their houses and handed over clean ground without applying sanctions. At the same time, to solve the temporary residence problem in An Thoi, the Special Zone People's Committee quickly presided over the repair of more than 100 houses in the Ho Suoi Lon resettlement area, helping to reduce psychological pressure about housing for people.
Mr. Tran Minh Khoa - Chairman of Phu Quoc Special Economic Zone People's Committee - said: "Land clearance and land compensation are a process that takes a lot of time and is extremely complicated, affecting the direct interests of people. The government has implemented many solutions, including propaganda and mobilization to help people understand and share, and reach consensus to achieve high efficiency.
To date, An Thoi resettlement area has completed 100% approval, handed over construction site at 99.79%, preparing to hand over more than 525 land plots to people. Suoi Lon Lake, Cua Can and Ham Ninh areas have also handed over site from 76% to more than 96%, creating a solid foundation for people's housing work.

Mr. Vo Ngoc Cao, a resident receiving resettlement land plots, shared: "I am also happy and excited, the State and the Committee support people to easily draw lots to get land plots. I will build stable houses for business.
According to reports, up to now, 21 projects have closely followed the set progress. Currently, there are about 3,500 engineers, workers and supervisors working regularly at the T2 terminal construction site. The VIP terminal has completed 100% of the rough construction and steel structure, and is also implementing electromechanical and completion items.
At the APEC Conference and Exhibition Center item, the construction volume of the reinforced concrete structure has reached more than 90%. The installation of steel structure has also been synchronously deployed, completing 13/13 flights and currently constructing rolling roofing...
According to the direction, the projects must be completed 3 - 6 months before the event takes place for trial operation, technical review and handling of arising situations.
