Many units contributed opinions to expand the subjects who must pay compulsory social insurance (BHXH), including technology drivers.

Contributing opinions on the draft revised Law on Social Insurance (BHXH), Hai Phong City People's Committee proposed to study expanding the subjects participating in social insurance, including digital platform workers such as technology drivers, shippers, and online sellers.

According to the comments of Hai Phong City People's Committee, it is necessary to expand the subjects participating in social insurance, especially for the informal labor sector and digital platform workers.

At the same time, this agency proposed to improve voluntary social insurance policies in a flexible direction in terms of contribution levels, methods and times of contribution, and supplement appropriate benefits to increase the attractiveness and long-term participation capacity of employees.

The proposal was made based on the fact that the informal labor sector currently accounts for a large proportion, but the social insurance participation rate is still low, while the current policy is not really suitable for the specific unstable income of this labor group.

However, the Ministry of Home Affairs said that it did not accept the above proposal.

According to the Ministry of Home Affairs, currently, employees who are not subject to compulsory social insurance have become subject to voluntary social insurance with flexible contribution methods. Along with that, the State is having many support policies for voluntary social insurance participants.

The Ministry of Home Affairs believes that if some groups of subjects as proposed by the locality are transferred from voluntary social insurance to compulsory social insurance, they will no longer be entitled to support policies for voluntary social insurance participants.

At the same time, the method of compulsory social insurance contribution is also not guaranteed to be flexible and suitable for the specific characteristics of these groups.

Also contributing opinions to the draft law, the Department of Home Affairs of Hung Yen province proposed to continue to expand the subjects participating in compulsory social insurance in accordance with the development trend of the labor market.

At the same time, this agency proposed to have appropriate support mechanisms to attract informal sector workers to participate in voluntary social insurance, and study supplementing support policies for low-income workers, seasonal workers and freelancers.

Regarding this proposal, the Ministry of Home Affairs also did not accept it.

According to the Ministry of Home Affairs, social insurance policies are built in a multi-layered direction, in which social pension allowances are for employees who are unable to contribute to the social insurance fund during their working life. The social insurance system is implemented in two forms: compulsory and voluntary, ensuring coverage for all employees.

The Ministry of Home Affairs said that the State has policies to support voluntary social insurance participants such as support for contributions and support for maternity benefits when giving birth.

In addition, the Government has issued Decree No. 159/2025/ND-CP, in which the level of contribution support for voluntary social insurance participants is adjusted to increase compared to before.

According to the Ministry of Home Affairs, social insurance policies currently cover informal sector workers and the State has also had support policies for workers in this sector, including low-income people, poor households and near-poor households.

According to data from the Ministry of Finance, the number of people participating in social insurance in 2025 reached 21.530 million people, equivalent to 45.1% of the working-age labor force, an increase of 1.368 million people compared to the previous year.

In which, the number of people participating in compulsory social insurance reached 18.910 million people, equivalent to 39.6% of the working-age labor force, an increase of 1.06 million people compared to the previous year.

The number of people participating in voluntary social insurance in 2025 reached 2.619 million people, equivalent to 5.49% of the working-age labor force, an increase of 308 thousand people compared to the previous year.
