Hanoi cuts off electricity and water from projects violating dike law

Hanoi requests to cut off electricity and water from works violating the law on dykes; handle wharves, concrete mixing stations and illegal construction works.

Hanoi City People's Committee has just issued Directive No. 15/CT-UBND on strengthening the handling of violations of the law on dykes, ensuring the safety of dyke works in the rainy and flood season of 2026.

According to the directive, in the past time, the city has repeatedly requested departments, branches and People's Committees of communes and wards to strengthen inspection and handling of violations related to the operation of wharves and yards, gathering and transshipment of construction materials, concrete mixing stations and construction works within the dike protection scope, riverbank areas.

However, the handling of existing violations is still slow and not thorough, while many new violations still arise, potentially affecting dike safety, flow, environment and property, and lives of people during the rainy and flood season.

To rectify this situation, the Chairman of Hanoi People's Committee requested the People's Committees of communes and wards to promote propaganda and dissemination of laws on dikes; and at the same time develop a plan to thoroughly handle three groups of violations including: construction material gathering and transshipment yards along rivers without land allocation decisions or land lease contracts; concrete mixing stations outside the riverbank area operating without permits; unlicensed and illegal construction works within the dike protection area and riverbank areas.

Localities must promptly detect and resolutely dismantle newly arising unlicensed and illegal construction works, to prevent prolonged violations from forming. The Hanoi People's Committee will consider the responsibility of collectives and individuals if new violations occur in the managed area.

For areas with many complex violations, Hanoi City requests to strengthen propaganda and mobilize organizations and individuals to self-dismantle and relocate violating works. In case of non-compliance after being mobilized, the locality must organize a peak clearance campaign.

The Department of Agriculture and Environment is assigned to preside over and coordinate with departments, branches and local authorities to strengthen state management of dykes and irrigation; direct the Hanoi Sub-Department of Irrigation and Natural Disaster Prevention and Control to strengthen patrols and inspections, promptly detect, make records and handle violations according to their authority.

Hanoi Power Corporation and clean water companies are responsible for coordinating with localities to implement the process of cutting off electricity and water for violating works; not supplying electricity and water to unlicensed and illegal construction works newly arising in the dike protection corridor.

Hanoi City Police are assigned to proactively detect violations of the law on dikes, land trading in the dike protection corridor for investigation and handling according to regulations; strengthen patrols, install surveillance cameras to detect overloaded vehicles circulating on dikes and ensure security and order when organizing the coercion of violating works.

The Department of Construction is responsible for placing limiting load signs on dyke routes; coordinating to inspect and handle overloaded vehicles and review the operation of inland waterway ports. For ports and yards for gathering and transshipping materials that violate regulations on dykes and disaster prevention and control, the department will coordinate to revoke licenses or suspend operations according to regulations.
