On November 27, with the majority of delegates present in agreement, the Hanoi People's Council passed a Resolution on paying additional income to cadres, civil servants and public employees.
Accordingly, the resolution stipulates that 2 groups are entitled to this policy.
The first group is cadres, civil servants, and public employees working in agencies of the Party, State, the Vietnam Fatherland Front, socio-political organizations, and public service units whose regular expenditures are fully guaranteed by the state budget under the management of the city.
The second group of people receiving additional income is those working in Party, State agencies, the Vietnam Fatherland Front, socio-political organizations, public service units with full state budget guarantees under the management of Hanoi City and Associations assigned by the Party and State to the tasks of Hanoi City.
The level of additional income payment is based on the capacity and work efficiency of cadres, civil servants and public employees at agencies and units, and is assessed by the Head of the unit responsible for the regulation.
The source of funding for additional income expenditure will be used from the remaining salary reform fund of the budget at all levels after ensuring sufficient resources to implement salary reform for the entire period of budget stabilization according to the regulations of competent authorities.
Accordingly, the deduction to create a source of funding for additional income expenditure in 2026 is 0.8 times the basic salary fund.
Regarding the additional spending plan, the resolution clearly stipulates that the basic salary fund is 0.5 times the monthly additional income for all existing cadres, civil servants and public employees.
The remaining 0.3 times of the basic salary fund according to the current payroll is paid monthly to pay additional income at the end of the year for cadres, civil servants and public employees of the agency or unit that are assessed and classified annually from completing the task or higher.
The source of additional income expenditure will be used from the remaining salary reform source after ensuring sufficient resources to implement salary reform for the entire period of budget stabilization according to the regulations of competent authorities and ensuring social policies, social security, and social welfare issued by the Central Government.
The source of funding for additional income expenditure of agencies and units is equal to the basic salary fund (including salaries according to ranks, levels, positions and excluding allowances according to regulations) multiplied by the deduction level decided by the Hanoi People's Council.
According to statistics, the number of employees present in December 2024 in the city is 23,070 people. The salary fund for ranks, positions, and positions according to the number of positions present is VND 2,481 billion. The need for additional income expenditure in 2025 is expected to be 1,985 billion VND.
The remaining budget for salary reform in 2024 to 2025 is 58,052 billion VND (after using additional funding to implement policies from the remaining salary reform in 2025).
