Talking to Lao Dong Newspaper, Ms. Duong Thi Minh Chau - Head of the Propaganda and Support Department for Participants (Hanoi City Social Insurance) - said that there are a total of 120,000 cases in the city that need to be authorized to receive pensions, up to now - June 24, there are still about 17,000 people in the area who have not been authorized.
According to the new regulations of the Law on Social Insurance (BHXH) 2024, many previous authorizations to receive pensions and social insurance allowances will expire from June 30, 2026.
This means that people who are receiving benefits through the form of authorization must soon renew their authorization or switch to receiving money through personal accounts to avoid interrupting their rights.
According to Hanoi Social Insurance, authorization letters to receive pensions and social insurance allowances issued before July 1, 2025 are only valid until the end of June 30, 2026.
For powers of attorney established from July 1, 2025 onwards, the maximum validity period is 12 months from the date of signing. In case the term extends after June 30, 2026, the power of attorney will only be recognized until the end of June 30, 2026.
Talking to Lao Dong reporters, the Hanoi City Public Administration Service Center said that for pension recipients who come to the Public Administration Service Center to carry out authorization procedures, they and their relatives need to prepare some documents.
One of those documents is: Electronic ID card; original or copy of citizen ID card or ID card or ID card certificate or passport or entry and exit documents or documents valid for international travel that are still valid.
Documents and papers that are required to be certified with signatures. In case of certifying signatures in foreign language documents and papers, if the certifier does not clearly understand the content of the document or paper, they have the right to request the certifier to submit a copy of the translation into Vietnamese of the content of the document. This document is a non- notarized translation or certified with the translator's signature, the certifier must be responsible for the content of the translation.
Currently, Public Administration Task Forces in Hanoi are providing support at cultural houses up to 6,543 cases, and support at home is 1,780 cases.
According to the Hanoi City Public Administration Service Center, the human resources of support teams are still limited while the needs of the people are large, the area is large, and the system of ministries and sectors is not stable, so the implementation of supporting people at home is facing many difficulties.
For cases where shock teams come to their homes for support, people need to register through the head of the residential group for functional agencies to verify, make a list, and arrange a schedule for shock teams to come to serve.
According to Plan No. 63/KH-UBND dated February 13, 2026 of the Hanoi People's Committee on deploying the Shock Public Administration Team to support people with meritorious services, policy families, vulnerable people, and cases of force majeure in accessing and performing administrative procedures according to the motto "Being ahead of demand - Pioneering service", the supported subjects include:
(1) People with meritorious services to the revolution, policy families. (2) Elderly people, people with disabilities, vulnerable people, poor households, near-poor households. (3) Force majeure cases that do not have conditions to directly carry out administrative procedures at Public Administrative Service Points.
