Ms. Nguyen Thi Thanh (O Cho Dua ward, Hanoi) attentively looks at the phone screen to check subscriber information after hearing the news that many unstandardized SIMs are at risk of being locked. However, due to her old age, operations on smartphones still cause her no small difficulties.
For more than ten years, my phone has almost only served my daily calling needs. When I heard information that many subscribers are at risk of being locked if they do not update and standardize data according to regulations, I couldn't help but worry," Ms. Thanh said.
Sharing the same concern, Mr. Phan Van Hoa (O Cho Dua ward, Hanoi) said that he was also quite confused when he heard mentioning biometric authentication or updating information on phone applications.
My children and grandchildren work all day, I am old so I don't know where to press, how to do it correctly," Mr. Hoa shared.
Not only Ms. Thanh or Mr. Hoa, many elderly people are still facing difficulties in accessing digital procedures. Installing applications, scanning citizen identification cards or facial verification are not easy tasks for them.
To support people in timely standardizing information and ensuring smooth communication, the O Cho Dua Ward Youth Union has coordinated with youth union branches to send youth union members and young people to directly support in residential areas and residential groups in the area.

According to Ms. Nguyen Tra My - Deputy Secretary of the Youth Union of O Cho Dua ward, before the increasing demand for verifying subscriber information, the ward Youth Union has established many youth groups to directly support people.
Although working in the evening, union members and young people are present early to prepare for support. Many elderly people are not familiar with technology, so they have to guide them very carefully, from checking information, opening applications to scanning ID cards and facial verification. Everyone works with a high determination, trying to support as quickly as possible to reassure people," Ms. Tra My shared.
Being enthusiastically guided step by step by union members and youth, Ms. Nguyen Thi Thanh could not hide her emotion. After completing the inspection and verification of subscriber information, Ms. Thanh continuously sent words of thanks to the young people who patiently supported her.
“It's lucky that we are supported by young people to verify subscriptions. The children are very enthusiastic, speak gently, so we also feel more secure,” Ms. Thanh shared.
Verifying the subscription on VNeID after only a few minutes of support, Mr. Phan Van Hoa also expressed his joy: "I thought I had to go to the store to transact to do it, but unexpectedly when I went to the cultural house, there were union members who guided me very enthusiastically. Even though it was evening, the children were still very enthusiastic, guiding people step by step.
Not only directly supporting in residential groups, the O Cho Dua Ward Union also strengthens propaganda on Zalo groups, fanpages,... of the Ward Union to guide people to self-check and standardize subscriber information right at home.
Ms. Nguyen Tra My - Deputy Secretary of the Youth Union of O Cho Dua ward - said that for people who are not familiar with operating on smartphones, union members will provide remote guidance or direct support at residential areas, especially prioritizing the elderly and vulnerable people.
“We try to support as quickly as possible so that people do not have to wait long, and at the same time ensure that everyone is promptly guided before the service lock deadline according to regulations,” Ms. Tra My emphasized.
Deputy Secretary of the Youth Union of O Cho Dua ward recommends that people should only carry out authentication through official channels such as applications, websites, switchboards or network operator transaction points.
People do not provide OTP codes, citizen identification information or personal data for self-proclaimed calls to support subscriber standardization to avoid the risk of being scammed," Ms. Tra My emphasized.
According to the Telecommunications Authority, Ministry of Science and Technology, there are still about 33 to 34 million subscribers who have not confirmed their ownership on the VNeID system. Of which, more than 1 million phone numbers have been confirmed by people as not being used.
According to Circular 08/2026/TT-BKHCN, after the subscriber is temporarily suspended from two-way service, if the user still does not complete information verification as required, the telecommunications enterprise may terminate service provision and recall the subscriber number after about 5 days.
Network operators recommend that people should proactively check their subscriber information and carry out verification early if they receive notifications to avoid interruption or loss of phone number usage rights in the near future.
