The National Action Program on Sustainable Production and Consumption in 2026 aims to develop an effective circular economy; protect the environment, social security; sustainable production and consumption activities are implemented synchronously and sustainably; promote domestic production and consumption, import-export activities, create stable jobs and green jobs, promote sustainable lifestyles, improve the quality of life of people.

According to the plan, by the end of 2026, the city strives to achieve the following targets: Reducing 7 - 7.5% of raw consumption, fuel and materials of manufacturing industries ( textiles, beer, steel, plastic); the rate of wards and communes organizing propaganda to raise awareness of sustainable lifestyle and consumption reaches 100%; 100% of industrial parks, clusters and 75% of craft villages are popular, raising awareness of sustainable production and consumption.
The city also aims for 70-80% of traditional markets, 100% of supermarkets and shopping centers not to use non-degradable plastic bags; to switch to using environmentally friendly packaging products to gradually replace disposable plastic packaging products. Build and promote sustainable supply chain development; encourage the distribution of environmentally friendly products, labelled ecologically in supermarkets and shopping malls.
In the coming time, the city will promote communication on sustainable production and consumption. Develop documents, organize propaganda, disseminate legal policies, models, and good practices on sustainable consumer production in the city. Organize training, conferences, and seminars to improve sustainable production and consumption capacity for production, distribution and consumption facilities.

Technical support according to the product lifecycle approach method aims to innovate and create production models for production facilities in industrial parks and industrial clusters.
