The National Action Program on Sustainable Production and Consumption in 2026 aims to develop an effective circular economy; protect the environment, social security; sustainable production and consumption activities are implemented synchronously and sustainably; promote domestic production and consumption, import-export activities, create stable jobs and green jobs, promote sustainable lifestyles, improve the quality of life of people.

At the same time, support businesses and consumers to apply solutions, methods, innovation in production and business, sustainable linkages to effectively use resources, fuels, raw materials, reduce waste generation, promote a circular economy and sustainable development...

Raising awareness and enhancing social responsibility of the community, businesses, organizations and individuals for sustainable production and consumption from production, circulation, distribution, consumption, recycling and reuse. Mobilize the participation and contribution of all components of society, in which businesses and consumers play a central role.

According to the plan, by the end of 2026, the city strives to achieve the following targets: Reducing 7 - 7.5% of raw consumption, fuel and materials of manufacturing industries ( textiles, beer, steel, plastic); the rate of wards and communes organizing propaganda to raise awareness of sustainable lifestyle and consumption reaches 100%; 100% of industrial parks, clusters and 75% of craft villages are popular, raising awareness of sustainable production and consumption.

The city also aims for 70-80% of traditional markets, 100% of supermarkets and shopping centers not to use non-degradable plastic bags; to switch to using environmentally friendly packaging products to gradually replace disposable plastic packaging products. Build and promote sustainable supply chain development; encourage the distribution of environmentally friendly products, labelled ecologically in supermarkets and shopping malls.

In the coming time, the city will promote communication on sustainable production and consumption. Develop documents, organize propaganda, disseminate legal policies, models, and good practices on sustainable consumer production in the city. Organize training, conferences, and seminars to improve sustainable production and consumption capacity for production, distribution and consumption facilities.

In addition, building a sustainable production and consumption cooperation network in the chain: Building a database on a sustainable production and consumption network. Technical support according to the product lifecycle approach method aims to innovate and create production models for production facilities in industrial parks and industrial clusters. Technical support for evaluating cleaner production for industrial production, commercial and service establishments in the industrial and commercial sector. Develop, apply and disseminate support tools in management to apply cleaner production to production and distribution enterprises. Technical support for businesses to implement a model of recycling and reusing fuel materials for sustainable production and consumption to reduce emissions for industrial production, commercial and service establishments.
