The Ministries of Finance, Agriculture and Environment, Health, and Public Security urgently and promptly update and fully update information in the national database on insurance, business registration, land, electronic health books, vehicle registration, driver's licenses, and criminal records.
Announce the scope of information in the database that can be exploited and used to replace documents in the TTHC dossier; instruct ministries, ministerial-level agencies and localities to connect and exploit the database, clearly identifying the necessary information fields to serve the exploitation and use, and complete before December 25, 2025.
Chairmen of People's Committees of provinces and cities must complete the review, reduction and simplification of administrative procedures as prescribed in legal documents issued by localities before December 31, 2025.

Complete the announcement and full disclosure of internal administrative procedures between state administrative agencies based on the national database on administrative procedures and conduct a review, cutting, and simplification, in accordance with the implementation of streamlining and restructuring the apparatus, while ensuring smoothness and efficiency, and completion before December 31, 2025.
Chairmen of People's Committees of provinces and cities focus on directing the review and adjustment of internal processes and electronic processes of administrative procedures to meet the implementation of administrative procedures regardless of administrative boundaries, completing the target of 100% of administrative procedures implemented regardless of administrative boundaries within the provincial level, to be completed before December 31, 2025.
