On the afternoon of June 18, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Vu Dai Thang chaired a working session with leaders of Doai Phuong commune, Tung Thien and Son Tay wards.
Proposal to gradually underground high-voltage power lines
At the working session, leaders of Tung Thien ward proposed that the city soon hand over the dossier of the Master Plan of Hanoi Capital with a 100-year vision and allow continued implementation of the ST3 sub-area plan, the functional sub-area plan of Xuan Khanh Lake area and surrounding areas to create a basis for attracting investment, economic development, services and eco-tourism.
Ward leaders proposed that the city propose to the Government and the Electricity sector to study adjusting Power Plan VIII in the direction of limiting the impact of the 500kV power line passing through the area; and at the same time gradually underground high-voltage power lines to save land fund and create development space for the Northwest area of the Capital.

Regarding the environment and flood prevention and control, Son Tay ward proposed that the city study investing in the Tich River Remediation Project in the direction of developing the ecological - cultural - urban axis along the river route. The project not only contributes to improving the environment, enhancing drainage capacity, reducing flooding, but also creating landscapes, effectively exploiting land funds and space on both sides of the river, serving the socio-economic development of the locality.
According to the leader of Doai Phuong commune, many population reduction projects in the area have existed for many years but have not completed the land allocation to people, affecting the legitimate rights and the need to stabilize the lives of households. Therefore, the locality proposes that the city soon have mechanisms and solutions to remove obstacles related to the provisions of the Land Law, site clearance and administrative procedures to accelerate the implementation progress.
All recommendations must be answered in a way that is easy to understand and easy to implement.
Concluding the working session, Chairman of Hanoi People's Committee Vu Dai Thang said that the recommendations and proposals of the three localities at the working session are not only related to the development needs of each locality but also reflect regional linkage thinking, long-term development vision, contributing to the overall development of the Capital. This is clear evidence of the effectiveness of the two-level local government model in shortening the distance between grassroots levels and the city, helping to reflect and handle problems arising from practice in a timely manner.
Regarding local recommendations, the Chairman of Hanoi City People's Committee requested departments and branches to urgently review and respond fully and clearly in accordance with the "6 clarity" spirit: Clear people, clear tasks, clear responsibilities, clear authority, clear time and clear results. Contents under authority must be resolved thoroughly; outstanding issues must be specifically guided for localities to implement.
Mr. Vu Dai Thang also reminded departments and sectors to improve the quality of advice, avoiding the situation of giving general answers, citing many documents but not clarifying specific handling directions. All recommendations of people and localities must be answered in a way that is easy to understand, easy to implement and ensures the legitimate rights of the people.
In particular, the Chairman of Hanoi City People's Committee requested the Office of the City People's Committee to summarize all recommendations arising at the working session, assign departments and branches to study and respond in writing and issue unified guidelines for common application to communes and wards in the city. Contents related to planning, land, red line boundary, residential land limits, resettlement or administrative procedures that still have different understandings need to be guided synchronously, avoiding problems arising in the implementation process.
For projects that have been identified in the city's planning and investment list, the Chairman of the City People's Committee requested departments and branches to accelerate the appraisal progress, complete procedures, and prevent prolonging the processing time or requiring localities to explain many times when the dossiers have ensured legal regulations.
Chairman of the City People's Committee Vu Dai Thang emphasized that the method of organizing direct working sessions between city leaders and grassroots levels needs to be continued and replicated. Through this, the city can promptly grasp difficulties and obstacles from practice, and at the same time focus on handling common issues, creating unity in direction and administration and improving the operational efficiency of all levels of government.
