Hanoi installs online surveillance cameras at centralized slaughtering facilities

Hanoi - The Department of Agriculture and Environment is assigned to research and install and connect an online surveillance camera system at centralized slaughterhouses.

The Hanoi City People's Committee Office has just issued a notice on the conclusion of Vice Chairman of the City People's Committee Bui Duy Cuong at the meeting to listen to the progress report and results of the implementation of Plan No. 283/KH-UBND dated October 20, 2025 and Document No. 1026/UBND-NNMT dated March 13, 2026 of the City People's Committee on the management of slaughtering, transportation, and business of animals and animal products in Hanoi City.

Localities actively implement centralized slaughterhouse models

In the announcement, Vice Chairman of the City People's Committee Bui Duy Cuong assessed that localities have actively participated, mobilizing the entire political system to participate in the management of slaughtering, transportation, and business of animals and animal products; gradually reorganizing slaughtering activities in a centralized direction.

Commending localities that have actively implemented the model of centralized and temporary centralized slaughterhouses, especially communes: Tran Phu, Phuc Loc, Me Linh, Yen Lang. At the same time, noting positive changes in the work of controlling the origin of animal products in some key consumption areas.

To ensure the completion of goals and tasks according to the plan, the City People's Committee requests the People's Committees of communes and wards to strengthen and regularly maintain inspection and supervision of slaughtering, transportation, and trading of animals and animal products in the area.

Closely coordinate with specialized agencies in controlling the origin of animals brought into slaughter, the origin of animal products circulating and consumed; promptly detect, prevent and strictly handle violations according to the provisions of law.

Promote inspection of markets, business points, and consumption of animal products; require business organizations and individuals to fully implement regulations on traceability, food safety and slaughter control.

Along with that, resolutely handle cases of business and trading of animal products of unknown origin, without slaughter control stamps as prescribed or not ensuring food safety; do not allow the emergence of illegal animal product business points in the area.

Ensure 100% of animals put into slaughter have clear origins

The City People's Committee assigned the Department of Agriculture and Environment to guide localities in the construction and operation of temporary centralized and concentrated slaughterhouses.

Organize slaughter control and veterinary hygiene inspection according to regulations. Be responsible to the city for the results and number of temporary slaughterhouses and centralized slaughterhouses.

Preside over and coordinate with departments, branches and localities to review and evaluate the entire system of centralized slaughterhouses; propose plans to arrange a network of centralized slaughterhouses suitable to management requirements, planning, practical conditions and development orientations of the city in the 2026-2030 period, long-term vision.

Preside over and coordinate with the Department of Finance and relevant agencies and units to review and guide localities to implement the support mechanisms and policies issued by the City People's Council.

At the same time, advise and propose appropriate incentive and reward mechanisms for localities that complete early and exceed the progress of tasks on arranging and reorganizing slaughtering activities, ending small-scale slaughterhouses and developing centralized slaughterhouses.

Strengthen inspection and supervision of temporary centralized slaughterhouses; ensure that 100% of animals put into slaughter have clear origins and are quarantined according to regulations.

Strictly implement slaughter control, food safety, veterinary hygiene, environmental protection and disease prevention and control; promptly detect and handle violations according to regulations.

The Department of Agriculture and Environment presides over the construction of a database system, software to manage and supervise centralized slaughterhouses and temporary centralized slaughterhouses.

Research and install, connect online surveillance camera systems, ensuring monitoring and control of the entire slaughtering process, traceability, food safety, veterinary hygiene, environmental protection and disease prevention and control; gradually digitize, connect, and share data to serve state management work.
