Hanoi Department of Construction has just announced the adjustment of traffic organization on the service road of Hoang Tung street (section from the service road intersection of Thang Long Avenue to Nam An Khanh street) to serve the construction of the drainage system and the relocation of technical infrastructure under the project of the grade-separated intersection between Ring Road 3.5 and Thang Long Avenue.
According to the announcement, the traffic diversion plan will be implemented in 2 months, from July 29 to September 29, 2026.
During the construction period, the implementing unit will install corrugated iron fences in a rolling manner in sections of 60-120m long on the service roads on both sides of Hoang Tung street. Traffic organization is divided into two phases.
Phase 1, construction of about 200m of culvert from the B1 lobby intersection of Gemek apartment building to the front of Techcombank bank.
For the right side of the service road in the direction of Ha Dong, vehicles from Gemek apartment building and surrounding areas going to the center of Hanoi will travel according to the route: internal area road behind Gemek building → Hoang Tung service road → Hoang Tung road → center of Hanoi and vice versa.
For the service road on the left side in the direction of Ha Dong, vehicles from the urban area on the left side of Hoang Tung street follow the route: internal urban area road → Hoang Tung service road → Thien Phuc/Hoang Tung street → central Hanoi and vice versa.
Phase 2, constructing about 200m of culvert from the front of Techcombank bank to Nam An Khanh intersection.
On the right side of the service road in the direction of Ha Dong, vehicles circulate according to the route: inner-zone road → left lane of Hoang Tung street (through the opening at the intersection in front of Techcombank bank) → Hoang Tung/Thien Phuc street → central Hanoi and vice versa.
For the left side road in the direction of Ha Dong, vehicles move according to the route: internal urban area road → left side road Hoang Tung → Hoang Tung/Thien Phuc road → central Hanoi and vice versa.
The Hanoi Department of Construction requests the City Civil Works Construction Investment Project Management Board and the contractor to coordinate with the Traffic Police force and local authorities in Tay Mo ward and An Khanh commune to arrange forces to guide and regulate traffic, to prevent serious congestion during construction.
For positions crossing intersections or alley entrances, contractors are only allowed to construct at night, from 10 pm to 5 am the next morning, in a rolling form of halfway to ensure traffic.
In addition, the contractor must install a dust spraying system, wash trucks thoroughly before leaving the construction site and temporarily suspend construction during days when air quality is at a serious level of pollution according to Hanoi City's regulations.
Vehicles transporting materials for the project must have an operating license in the restricted area according to current regulations.
