Hanoi Ring Road 2.5 has a total length of about 19.64km, planned width of 40-50m. Starting point in Ciputra New Urban Area, ending at the intersection with Ring Road 3 (section near Thanh Tri bridge).
To date, Ring Road 2.5 has been put into use 5/13 sections with a length of 11.28km. The Ministry is implementing 8/13 sections with a length of more than 8km.
Regarding the Ring Road 2.5 project, Politburo Member, Secretary of the Hanoi City Party Committee Nguyen Duy Ngoc requested the Party Committee and City People's Committee to direct the City People's Committee, departments, branches, and the City Traffic Construction Investment Project Management Board; Party committees and ward authorities must clearly define political responsibilities to complete site clearance (GPMB) and complete the entire project in 2026.
In the 8 sections being implemented, Thanh Xuan ward is assigned to be the investor of the compensation and support component project, technical infrastructure works in the Nguy Nhu Kon Tum - Nguyen Trai section.
The route section is about 0.95km long, with a cross-section of 40m.
Preliminary statistics show that there are about 600 cases including organizations, households and individuals subject to land acquisition and site clearance for project implementation, with a total land acquisition area of about 39,059m2.
The cost of site clearance is about 3,686 billion VND, from the city budget.
To meet the urgent requirements of the project, in the early days of 2026, Thanh Xuan Ward People's Committee issued a land recovery plan to implement the Ring Road 2.5 project, Nguy Nhu Kon Tum - Nguyen Trai section.
In January 2026, functional forces will conduct land recovery notices, and at the same time conduct surveys, measurements, inventory and verification of land and population contents, thereby classifying dossiers to have handling directions.
In February 2026, the ward will focus on preparing, publicizing and approving compensation, support and resettlement plans.
The peak is March 2026, when local authorities will proceed to pay compensation, arrange housing and land funds for resettlement, issue decisions to recover land and receive land handover, and be ready to enforce coercion for non-compliance cases.
To ensure the feasibility of this "drawdown" progress, the plan clearly states the application of specific mechanisms and policies according to the Capital Law 2024 and new National Assembly Resolutions such as Resolutions 254 and 258 in 2025.
The principle of implementation is thoroughly grasped according to the motto "6 clears", including clear people, clear tasks, clear authority, clear responsibilities, clear time and clear results. In particular, the process of preparing compensation plans will be carried out in a "rolling" and chained manner: wherever the dossier is completed, plans will be prepared immediately to save time.
Besides the drastic progress, the work of ensuring social security and order is also focused on. The Ward People's Committee assigned the Department of Economy, Infrastructure and Urban Affairs to preside over the review and advising on handling cases of "super-thin, super-skewed" houses or architectural problems arising after the clearance.
At the same time, the Ward Police force will develop a plan to ensure security and order throughout the process from people's meetings, payment of money to coercive land recovery if necessary, resolutely preventing the emergence of complicated "hot spots" in the area.
The completion of site clearance for this Ring Road 2.5 section is of great significance in removing traffic bottlenecks in the Thanh Xuan area, contributing to completing the framework traffic network of Hanoi Capital.
It's a bit of a bit of a bit of a bit of a bit of a bit.
