10 days ago (December 26), Cau Giay Ward People's Committee (Hanoi) issued a notice requesting organizations, households, and individuals who have received compensation, support, and signed for land handover; cases of houses and land for lease, lending (for business, rented houses...) to terminate, stop leasing, lending houses and land; immediately dismantle, relocate and hand over land to implement the project of connecting road from Cau Giay street to Dich Vong New Urban Area (belonging to Ring Road 2.5 project).
For organizations, households, and individuals renting and borrowing houses and land located in the project site clearance (GPMB) area, Cau Giay Ward People's Committee requests to stop renting and borrowing houses and land for business, rented accommodation...; have appropriate business, living, and living plans, ensure the progress of project GPMB according to the city's directions and immediately dismantle and relocate assets that are movable property.
Time to relocate business households before January 1, 2026.

However, according to records of Lao Dong Newspaper reporters on January 6, the leasing and lending of houses and land for rent business within the Ring Road 2.5 project (Cau Giay section - Dich Vong New Urban Area) has not ended as directed by the People's Committee of Cau Giay ward.
Many tenants in the land clearance area of the Ring Road 2.5 project have not yet packed their belongings and moved elsewhere. Notably, some people have just rented a room and are moving their belongings here to live.

In the afternoon of January 6, Ms. Ngoc Linh (student of the University of Commerce) moved her belongings from Doan Ke Thien street to rent a room at address No. 20, alley 201 Cau Giay.
Ms. Linh said that the 3-story house has been repaired, changing the structure from a family house to a rented business house with many small rooms, with attic with a price of about 2 million VND/month.
While moving belongings from the car to the 1st floor, Ms. Linh heard some people around discussing that this area would soon be cleared for project construction.
When I decided to rent a room, the management completely did not mention that the house area was in the clearance area. This afternoon, I asked again and was told that there is a road construction project but it is still a long time to implement" - Ms. Linh said.

Ms. Ngoc Linh was then shown a notice by a nearby resident of Cau Giay Ward People's Committee requesting organizations, households, and individuals to stop renting and borrowing land and houses for business and renting in this area.
Before I could settle down in my new place, I faced the risk of having to move elsewhere soon. Finding a new rented room was not simple at all, because it took a lot of time, effort and money" - the girl shared.
Another woman selling groceries nearby said that when the authorities proceed to recover land and clear the ground, she will move away.

The road project connecting Cau Giay street to Dich Vong New Urban Area is about 420m long, implemented many years ago but has not been completed due to difficulties in site clearance.
Cau Giay Ward People's Committee said that by the end of 2025, the ward had approved plans for 334/338 cases with a total recovered area of nearly 19,000m2. Among these, 191 plans have handed over clean land with an area of more than 10,500m2.


However, there are still many households that have received compensation money but have not relocated or handed over land; some other households have not agreed to receive money due to problems with land unit prices as well as supplementary resettlement policies.
Cau Giay Ward People's Committee said that it will coordinate with relevant units to inspect and consider stopping the supply of electricity, water, telecommunications and television information, and corrugated iron fences in the site clearance area.
In case of non-compliance with site handover, Cau Giay Ward People's Committee will assign relevant units to prepare dossiers and organize land recovery coercion according to regulations, to be completed in the first quarter of 2026.
