Hanoi City People's Committee has just sent a report to Hanoi City People's Council on the implementation of the project under the Emergency Ordinance to reduce traffic congestion and organize traffic to serve important national events, including the Ring Road 2.5 project.
According to the Hanoi People's Committee, Ring Road 2.5 starts from Ciputra New Urban Area, ending at the intersection with Ring Road 3 (section near Thanh Tri bridge) with a total length of about 19.64km, planned width of 40-50m.
Ring Road 2.5 has been put into use 5/13 sections with a length of 11.28km. The Ministry is implementing the project 5/13 sections with a length of 6.1km.
The remaining sections that have not been studied for investment (not yet approved for investment policy) include 3/13 sections with a length of 2.26km including the sections: Dich Vong - Duong Dinh Nghe New Urban Area; Vu Pham Ham - Tran Duy Hung; Nguy Nhu Kon Tum - Nguyen Trai.

According to the assessment of the Hanoi People's Committee, Ring Road 2.5 plays an important role in the Hanoi Capital's transportation system, contributing to diverting traffic flow and reducing pressure on main roads such as Ring Road 2 and Ring Road 3.
This road not only promotes socio-economic development but is also a key solution to solve the city's congestion problem.
To promote the operational efficiency of the route, allocate traffic flow along the ring road, and reduce traffic congestion on the radial axes: Giai Phong, Nguyen Trai, Le Van Luong, Ring Road 2, Ring Road 3, the Hanoi People's Committee believes that the investment in completing Ring Road 2.5 and the remaining sections is very urgent in the current period.
According to the Hanoi People's Committee, the implementation of the Ring Road 2.5 construction investment project in the sections: Dich Vong - Duong Dinh Nghe New Urban Area; Vu Pham Ham - Tran Duy Hung and Nguy Nhu Kon Tum - Nguyen Trai section according to the provisions of the Law on Public Investment on Emergency Public Investment Projects and the provisions of law on construction of emergency works is necessary to shorten the progress, which can meet the completion progress in 2026 of the City Party Committee in Notice No. 117-KL/TU dated December 13, 2025.
The project is divided into 3 route sections:
- The section of Dich Vong - Duong Dinh Nghe New Urban Area is about 0.71km long, B=50m (starting point at Dich Vong New Urban Area, ending point at Duong Dinh Nghe street);
- Vu Pham Ham - Tran Duy Hung section, length about 0.6km, B=40m (starting point at the intersection of Mac Thai Tong and Vu Pham Ham streets, ending point at the intersection of Tran Duy Hung and Hoang Dao Thuy streets);
- The Nguy Nhu Kon Tum - Nguyen Trai section is about 0.95km long, B=40m (starting point at the intersection between Hoang Dao Thuy street and Nguy Nhu Kon Tum street, ending point at Nguyen Trai street).

The project is divided into 4 components, including 3 component projects: compensation, support, technical infrastructure works (investors are Cau Giay, Yen Hoa and Thanh Xuan wards); 1 construction investment project (investor is the Hanoi Traffic Construction Investment Project Management Board).
The estimated project implementation cost is about 8,402 billion VND, of which construction costs are 488 billion VND, and the rest is site clearance. The capital for implementation comes from the city budget.
The project is expected to be completed in the fourth quarter of 2026, contributing to completing the overloaded transportation network, promoting investment attraction, contributing to creating a new image for the city along the route in particular and the whole city in general, contributing to the socio-economic development of the Capital in the cause of national modernization.
