Hanoi is about to enforce land recovery to build Ring Road 2.5, expanding a vital road

Hanoi - Households that intentionally do not hand over land for the Ring Road 2.5 construction project, expanding National Highway 6 will be subject to land recovery coercion according to regulations.

Over the past time, the Standing Committee of the Party Committee of Hanoi City People's Committee has focused on leading and drastically directing site clearance (GPMB) to implement key traffic projects, including the Ring Road 2.5 project and the National Highway 6 expansion project.

These are all large-scale projects with a wide scope of impact, directly related to many areas, many types of land and a large number of households.

Regarding the project of the road connecting Cau Giay street to Dich Vong New Urban Area (belonging to Ring Road 2.5), Cau Giay Ward People's Committee said that by the end of 2025, there are still 74 households that have received compensation money but have not relocated or handed over land, and 61 other households have not agreed to receive money due to problems with land unit prices as well as supplementary resettlement policies.

Recently, Cau Giay Ward People's Committee issued a notice requesting organizations and individuals who have received compensation, support, and signed for land handover; cases of houses and land for lease and lending (for business, rented houses...) to terminate and stop leasing and lending houses and land; immediately carry out the dismantling, relocation and handover of land to implement projects and site clearance according to regulations.

Cau Giay Ward People's Committee said that it will coordinate with relevant units to inspect and consider stopping the supply of electricity, water, telecommunications and television information, and corrugated iron fences in the site clearance area.

Cau Giay Ward will organize land recovery enforcement to be completed in the first quarter of 2026 for cases of land acquisition and non-compliance with site handover according to regulations.

In addition to recovering residential land, the ward will also focus on relocating graves within the project to Vinh Hang - Ba Vi ecological cemetery, completing in the first months of 2026 in accordance with regulations; ensuring publicity, transparency, and compliance with the law.

The National Highway 6 expansion project, the Ba La - Xuan Mai section, with a length of about 21.7 km, was started at the end of 2022, with a total investment of over 9,590 billion VND.

More than 3 years since the start of construction, the project's construction progress has been slow due to difficulties and obstacles in site clearance work.

According to records, contractors are focusing on deploying the construction of project items within the area of handed over land.

Currently, communes and wards passing through the project are focusing on deploying land recovery and site clearance for about 48.43ha remaining to hand over to the project investor.

According to the plan put forward by Phu Nghia commune, on March 31, 2026, the commune will complete the confirmation of land and population origin; by April 15, 2026, complete the entire compensation and support plan on National Highway 6 through the commune. From April 15 to May 15, 2026, resettlement will be paid and supported for eligible households.

In case households do not hand over the land, from May 15, 2026, the commune will implement coercive land recovery plans according to regulations.

Phu Nghia commune sets a target to complete all site clearance work by June 30, 2026, creating conditions for the project to be implemented synchronously.

In addition to Phu Nghia commune, the remaining localities have also developed roadmaps, committing to complete land clearance for agricultural land in the first quarter of 2026 and complete the entire project before June 30, 2026.
