Hanoi and the 15-minute urban model

Economic growth of over 11% is a prominent key task in 2026 for Hanoi. Hanoi is facing a strong breakthrough requirement to realize its development aspirations in the new era. The 18th City Party Congress has clearly identified the main goals for the period 2026–2030, in which it is necessary to improve the quality of growth, taking science and technology, innovation, digital economy and cultural industry as the main driving forces.

Setting high goals for a new development phase

Talking to a reporter from Lao Dong Newspaper, the leader of the Hanoi People's Committee said: Hanoi sets a target for GRDP scale in 2026 to reach about 70.7 billion USD, GRDP per capita to reach 7,900 USD, the proportion of the digital economy to reach 35% of GRDP, cultural industry to account for 6% of GRDP; total social investment capital to be mobilized to reach 730 trillion VND. These are very high goals, requiring the City to have a new, drastic and more synchronous approach.

Expanding development space and improving investment environment

Hanoi is implementing a multi-polar, multi-center urban cluster model, developing urban areas according to traffic orientation (TOD), forming "15-minute urban areas", smart cities based on digital platforms. The economic space is expanded according to 9 growth poles, 9 major centers, 9 development driving axes, closely linked with provinces in the Capital Region.

The 15-minute urban model is a spatial development orientation applied to some areas in Hanoi city in the Project on Adjusting the General Planning for the Construction of Hanoi Capital to 2045, vision to 2065. This solution aims to create convenient living areas where people can easily access essential services such as education, healthcare, shopping, and entertainment within a 15-minute walk or cycling distance. This is considered a sustainable urban development trend, reducing traffic congestion and improving the quality of life.

In parallel with that, the City continues to improve the investment environment, taking public investment to lead, activating private and FDI investment; strongly develop the private economy, supporting small and medium-sized enterprises - a force accounting for 98% of businesses in the area.

Dissolve targets into specific targets and tasks

To avoid the situation of high targets but widespread deployment, from November 26, 2025, the City People's Committee assigned 43 targets, 92 key tasks and solutions, broken down by quarter, sector, and locality, associated with a strict monitoring and supervision mechanism.

This approach clearly demonstrates a new management mindset: taking practical results as a measure, ensuring that all tasks have a responsible address, specific timelines and output products.

Mobilize sufficient and appropriate investment resources for 11% growth. To achieve double-digit growth in 2026, Hanoi determines that total social investment capital needs to be mobilized at 730 trillion VND, of which: State sector investment: 220 trillion VND (public investment alone 126 trillion VND); Private enterprises and People: 470 trillion VND;

Foreign investment: 40 trillion VND.

The focus is on effectively implementing Resolution No. 258 of the National Assembly on specific mechanisms and policies for Hanoi; and at the same time removing slow-progressing projects, especially land-using projects. As soon as 50% of these projects are cleared in 2026, the City can add about 100 trillion VND to total social investment capital.

Accelerate strategic projects, create "push" for growth

Hanoi clearly identifies key dynamic projects that play a decisive role in growth in 2026, including:

Olympic Sports Urban Area; Red River scenic avenue axis; Tran Hung Dao Bridge; Gia Binh airport connecting road; Ring Road 4 Project.

For these 5 projects alone, it is expected to contribute about 243 trillion VND to the total social investment capital in 2026. In parallel with that, the City is drastically removing obstacles in site clearance, applying new mechanisms to accelerate the progress of ring roads and radial axes such as National Highway 6, Ring Road 1, Ring Road 2.5.

Taking science and technology, digital economy as the main driving force for growth

In the new growth model, Hanoi identifies improving aggregate productivity (TFP) as a key pillar, with the goal that TFP contributes 60% of growth in 2026. The main driving force comes from science and technology, innovation and digital economy.

The city focuses on handling core bottlenecks through key task groups such as: developing digital platforms, shared data and AI; improving public sector productivity according to "AI First" discipline; reforming substantive administrative procedures; making urban governance and public investment transparent; developing the "Make in Hanoi" innovation ecosystem.

Hanoi selected 31 key projects and schemes to monitor and direct the centralized and direct implementation of major orientations on science, technology and digital transformation, towards the goal of the digital economy accounting for 40% of GRDP by 2030.

Development based on cultural, human, and urban space pillars

An important highlight in Hanoi's development strategy is the close connection between culture, economic space and people. The city orients the development of the Red River Landscape Axis as the main one, ensuring harmony between urban development and nature and heritage conservation.

The cultural industry is identified as a key economic sector, associated with tourism and building the Capital's brand, striving to contribute 8% of GRDP by 2030. At the same time, Hanoi focuses on completing and effectively exploiting large cultural spaces such as Thang Long Imperial Citadel, Son Tay Cultural Area, Olympic Sports Complex, National Sports Center.

Synchronously develop education, health, and social security

To ensure sustainable growth, Hanoi identifies strong investment in high-quality human resources, developing a school network associated with residential space, and building university urban areas in Hoa Lac, Xuan Mai, and Soc Son.

In the field of healthcare, the City promotes digital transformation, forming smart healthcare models, medical tourism; developing concentrated healthcare areas, specialized hospitals and health - resort - elderly health care complexes.

Shaping a new growth model for the Capital

It can be seen that Hanoi is gradually shaping a growth model of "high speed - good quality - smart - sustainable", in which technology, innovation and cultural values play a central role. Achieving the 2026 goals is not only a measure of the management capacity of the urban government, but also a pivotal step for the Capital to make a strong breakthrough in the entire 2026–2030 period, towards a modern, civilized and happy Hanoi.
