On December 30, Standing Vice Chairman of Hanoi People's Committee Duong Duc Tuan signed and promulgated Program No. 11/CTr-UBND of Hanoi People's Committee on fire prevention and fighting and rescue (PCCC and CNCH) in the city in 2026.
The program aims to prevent, repel, and move towards ending fires causing particularly serious consequences that cause death due to subjective causes; and at the same time promote prevention, improve knowledge and skills to handle fire, explosion, incident, and accident situations for people.
One of the key tasks is to be proactive in forecasting the situation; innovate and improve the quality and efficiency of advisory work and proactively propose guidelines and leadership and direction measures in PCCC and CNCH work.
Along with that, innovate the content, form, and methods of propaganda on PCCC and CNCH; improve the effectiveness of building the all-people PCCC and CNCH movement. Build simple, easy-to-understand, easy-to-remember, easy-to-access concepts to bring PCCC and CNCH work to each house, each facility, each residential area, each neighborhood.
In which, special importance is attached to propagating and mobilizing 100% of households to equip and install early fire alarm systems, fire extinguishers, open escape routes, escape second, equip equipment and means to serve escape (toxic masks, escalators...) to create strong changes and breakthroughs in this work; persistently and persistently mobilizing and propagating people not to produce, do business, work and live in establishments, boarding houses, and many apartments that do not ensure fire prevention and fighting safety.
The city will use cyberspace as a strategic channel to provide fire prevention and fighting knowledge to people, especially young people, through videos, reports and visual images posted on digital platforms such as Facebook, Zalo, Electronic Information Portal; research and produce AI application propaganda publications (such as chatbots) to increase attractiveness and spread the message "Preventing fire more than fighting fire" widely to each household.
In parallel with that, the city tightens discipline and order, improves the effectiveness and efficiency of state management of PCCC and CNCH and fields closely related to PCCC and CNCH work; promotes administrative reform in the field of PCCC and CNCH. Clearly defines the responsibilities of organizations and individuals, strictly handles violations (if any) in state management of PCCC and CNCH, state management of fields related to PCCC and CNCH work such as construction, electricity, resources, environment... in accordance with the provisions of law, in the spirit of "respecting the law, no forbidden zones, no exceptions", not allowing the situation of lax state management in the field of PCCC and CNCH.
The city also focuses on building a clean, strong, regular, elite, and modern Fire Prevention and Fighting and Rescue Police force; strengthening professional training and coaching, improving discipline, order and spirit of serving the people. Ensuring budget for fire prevention and fighting and rescue activities; investing in fire fighting and rescue equipment and means suitable to the characteristics and actual situation.
Along with that, promote digital transformation, innovation, application of science and technology, and improve the quality and efficiency of fire prevention and fighting and rescue work.
