According to the project to reorganize commune-level administrative units approved by the Hanoi People's Council, the city will reduce from 526 communes and wards to 126 communes and wards.
Currently, 125 new wards and communes have headquarters plans. Of which, 123 wards and communes are expected to be arranged with workplaces at the old headquarters of 30 districts, towns and some wards and communes. The remaining 2 wards are expected to use Phap Van dormitory and Trung Van Shopping Center as new headquarters.
Meanwhile, according to statistics, the city has 30 headquarters of district-level administrative units and 526 headquarters of commune-level administrative units.
Thus, the city expects to have a surplus of 433 headquarters after implementing the arrangement of administrative units.
Regarding the surplus headquarters, Hanoi City said it will review, compile statistics, and develop a plan to continue to arrange and use them.
At the same time, transfer to other agencies and units for use in the direction of prioritizing the allocation of for education, healthcare, security, national defense, the Public Administration Service Center of the new commune-level administrative unit, public space serving community activities.
The city will also be transferred to the management and exploitation organization in accordance with the Government's Decree 108/2024/ND-CP of August 23, 2024 stipulating that the management, use and exploitation of real estate are public properties that are not used for the purpose to assign the organization with local management and business management functions; or assigned to the development organization of the land and exploited land fund in accordance with the land law to carry out land allocation and lease in accordance with regulations, not to occur losses, waste and guarantee within 5 years from the date of the Resolution of the Standing Committee of the National Assembly on the arrangement of administrative units of the commune level, which will complete the arrangement and handling of headquarters in accordance with regulations.
