After the arrangement of commune-level administrative units, the city officially has 126 communes and wards.
Currently, 125 new wards and communes have headquarters plans. Of which, 123 wards and communes are expected to be arranged with workplaces at the old headquarters of 30 districts, towns and some wards and communes. The remaining 2 wards are expected to use Phap Van dormitory and Trung Van Shopping Center as new headquarters.
Accordingly, Dai Mo ward was established on the basis of merging most of the natural area and population of the wards: Dai Mo, Trung Van (belonging to Nam Tu Liem district); part of the natural area and population of the wards: Phu Do, Me Tri (belonging to Nam Tu Liem district); Mo Lao, Duong Noi (belonging to Ha Dong district); Trung Hoa (belonging to Cau Giay district); Nhan Chinh (belonging to Thanh Xuan district).
It is expected that the Party Committee, People's Council, People's Committee, the Fatherland Front and socio-political organizations of the new Dai Mo ward will use Trung Van Commercial Center as their headquarters.
Trung Van Commercial and Service Center is located in Trung Van Ward, Nam Tu Liem District, consisting of two 2-storey buildings with a total area of over 17,000 m2. This central area was completed in 2012 and is being rented by dozens of individuals and organizations to do business and build warehouses.
This option is given because there is currently only one administrative agency headquarters in Trung Van ward that can be used, but the area is not enough to fully arrange the agencies of Dai Mo ward after the merger.
Yen So ward is formed on the basis of merging most of the natural area and population of Yen So ward (belonging to Hoang Mai district); part of the natural area and population of the wards: Thinh Liet, Hoang Liet, Tran Phu (belonging to Hoang Mai district); Tu Hiep commune, Van Dien town (belonging to Thanh Tri district).
The city plans to temporarily arrange headquarters for the new ward's agencies (Party Committee, People's Council, People's Committee, Fatherland Front and socio-political organizations) at one of the existing student buildings in Phap Van - Tu Hiep urban area.
Phap Van - Tu Hiep dormitory was built on a 40,000 m2 land plot, located right next to Phap Van - Cau Gie highway and Giai Phong street. The project consists of 6 blocks (code from A1 to A6), with an average height of 17 floors. After more than 10 years of construction, only three buildings A1, A5 and A6 have been completed.
In Hanoi, currently only Hong Ha ward - a ward formed from the merger of all or part of the area from many wards outside the dike in 5 districts - has not been proposed for a new headquarters.
Hong Ha Ward was established on the basis of entering the entire natural area and population of wards: Phuc Tan and Chuong Duong (Hoan Kiem district); Phuc Xa (Ba Dinh District); Most of the natural and population areas of wards: Nhat Tan, Tu Lien and Yen Phu (Tay Ho district), Thanh Luong and Bach Dang (Hai Ba Trung district); Part of the natural area and population of wards: Phu Thuong and Quang An (Tay Ho district); Part of the natural area (the area of the water and the beach between the Red River) of the wards: Ngoc Thuy and Bo De (Long Bien district).
Hong Ha ward is the new administrative unit with the largest population with 126,062 people.
