On June 15, the Hanoi People's Committee issued Official Letter No. 3528/UBND-NC on the implementation of a number of tasks to control administrative procedures after the arrangement of administrative units in the area.
The Hanoi People's Committee requires departments, branches and sectors to urgently review the entire list of administrative procedures by management sector and field; fully compile a list of administrative procedures including specific administrative procedures under the authority of the City's departments, branches and sectors; District People's Committees, Commune People's Committees by sector and field of responsibility.
At the same time, review all contents of authorization to handle administrative procedures of the City People's Committee on approving authorization plans in handling administrative procedures to promptly advise and adjust authorization contents. Administrative procedures must be announced, publicized promptly and a settlement process must be developed in accordance with the new organizational structure.
Units that carry out administrative procedures must ensure smoothness and uninterruptedness; do not specify additional requirements and conditions or increase processing time, incur costs, causing difficulties for individuals and organizations in the process of handling administrative procedures; do not require individuals and organizations to submit submitted documents; do not repeat the steps in the administrative procedures that were carried out before the arrangement.
The City Public Administration Service Center is responsible for receiving administrative procedures smoothly and promptly, without additional requirements and conditions or arising costs; guiding the handover of documents, developing and approving electronic procedures for handling each administrative procedure according to changes in administrative procedure regulations when arranging the organization of the apparatus provided on the City's Administrative Procedure Information System; at the same time, controlling the quality of the draft Decision and promptly announcing administrative procedures according to regulations; reviewing, restructuring the process, integrating, and providing 100% online public services on the National Public Service Portal, ensuring that the service does not depend on administrative boundaries, in accordance with the direction of the Government and the City People's Committee.
The People's Committees of districts, towns and cities are assigned to coordinate with departments, branches and the City Public Administration Service Center to handle procedures received before June 30, 2025, ensuring uninterrupted settlement.
