On May 27, leaders of Hai Duong Provincial People's Committee and Hai Phong City People's Committee held a working session to coordinate the development of documents for the Hai Duong Provincial and Hai Phong City Party Congress for the 2025-2030 term. This is an important preparation step to ensure consistency and efficiency in the organization work after the two localities merge in the coming period.
At the meeting, delegates focused on discussing and agreeing on the socio-economic development targets, national defense and security in the draft political report of the Hai Duong Provincial Party Committee.
The draft includes 18 socio-economic targets and 3 national defense and security targets adjusted to suit the new development situation after merging with Hai Phong city.
In addition, Hai Duong province proposed to add 11 new targets, focusing on key areas such as the value of products collected per hectare of aquaculture and aquaculture land by 2030, the completion progress of social housing, the rate of schools meeting national standards, as well as the number of hospital beds and doctors per 10,000 people.

Through the discussion, the delegates agreed to assign specialized units to continue reviewing and adjusting the data in a practical manner, while adding the draft political report commentary section in a specific and detailed direction, in order to improve feasibility and propose practical solutions to realize the set targets.
In addition to the content on development targets, the working session also mentioned transitional options in public investment project management, medium-term and annual investment plans.
The preparation of support policies, especially the arrangement of public housing and social housing for cadres, civil servants, public employees and workers expected to transfer from Hai Duong province to Hai Phong city, was also thoroughly discussed.
In addition, delegates also discussed and proposed a number of contents related to the organization of the apparatus, functions and tasks of departments and branches, especially the Department of Agriculture and Environment, to ensure consistency and efficiency when merging with corresponding agencies of Hai Phong city.
