At 7:00 a.m. on September 10, the Hai Duong Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue issued a warning level 2 on the Thai Binh River. Floodwaters on the Thai Binh, Kinh Thay, and Lai Vu rivers continued to rise rapidly. As of 9:00 a.m. on September 10, the flood level on the Thai Binh River had exceeded alert level 2 by 70 cm, approaching alert level 3. According to forecasts, the district will continue to have 80 to 150 mm of rain. When there is heavy rain, flooding will occur in the fields, making it more difficult to ensure the safety of dike works and prevent flooding.
According to the Nam Sach Dyke Management Unit, the unit has conducted a general inspection and assessment of the current status of the dike works before the flood, assessed key locations and items; identified and built 3 key dike points that need protection, including: Ngo Dong sluice in Nam Hung commune at K4+857 on the right dike of Kinh Thay river; Ngoc Tri sluice in Cong Hoa commune at K2+828 on the right dike of Lai Vu; and the incident of landslides in Nam Tan commune from K9+250 to K9+470 on the right dike of Kinh Thay. However, currently, the flood on the rivers is rising rapidly, corresponding to the alarming level that may cause dike incidents.
Concluding the meeting, Mr. Ho Ngoc Lam - Chairman of the District People's Committee requested the Party Committees and authorities of the communes along the dike to determine the highest determination with the motto of 4 on-site; proactively respond to situations, consider emergency flood plans.
In particular, Hiep Cat and Minh Tan communes must complete the evacuation plan for Lau Khe and My Xa villages when the flood rises by the morning of September 10; by 4:00 p.m. on September 10 at the latest, complete the evacuation of the elderly, children, pregnant women, the vulnerable, and households living along the riverbank at risk of landslides to a safe place, with priority given to relatives' homes inside the dike.
Localities must propagate, mobilize and persuade people to stop activities, move machinery outside the riverbank; replace anchors and turtles to ensure safety for fish cages; harvest as much as possible immediately; absolutely do not let people arbitrarily enter and exit fish cages when there are no functional forces and safety is not guaranteed. Each meter of dike must have a person in charge and must be regularly patrolled to promptly detect abnormalities and dike incidents; must immediately overcome the lack of seriousness in organizing on-duty at dike guard posts....
According to a report from Hai Duong province, there are 38 key dyke points in the province. In the face of rising river water, the province has directed the clearance of all activities outside the riverbanks, especially the Thai Binh and Kinh Thay riverbanks; localities must calculate and move people in potentially dangerous areas to safety.
